CIRCULAR

Regulating the professional standards for college lecturers

Based on Decree No. 73/2025/QH15 on Teachers;

Based on Decree No. 124/2025/QH15 on Vocational Education;

Based on Decree No. 93/2026/NĐ-CP dated March 31, 2026 of the Government regulating certain provisions of the Teachers' Decree;

Based on Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

In accordance with the proposal by the Director of the Department of Teachers and Educational Administration;

The Minister of Education and Training promulgates this Circular regulating the professional standards for college lecturers.

CHAPTER I

GENERAL PROVISIONS

Article 1. Scope of application

This Circular regulates the professional standards for college lecturers, including their tasks and professional standards according to each rank.

Article 2. Applicability

1. This Circular applies to college lecturers, which include: regular and part-time lecturers in public and private colleges implementing higher vocational education programs; various educational institutions of higher learning (hereinafter referred to collectively as vocational education operating entities); and relevant organizations and individuals.

2. This Circular does not apply to college lecturers in vocational education operating entities under the management authority of the Ministry of Public Security or the Ministry of National Defense.

Article 3. Tasks of college lecturers

1. The tasks of a lecturer include:

a) Teaching practical sessions, theoretical lectures, or both for higher vocational education programs, secondary vocational education programs, and vocational education programs; teaching basic level training programs and other vocational training programs; or teaching teacher training programs at the higher vocational education level; educating professional ethics and work habits to students through the teaching process; evaluating student learning outcomes and graduation examination results; guiding, marking thesis topics and final projects;

b) Participating in specialized and professional activities within departments, faculties, and vocational education operating entities; participating in scientific research and technological development activities; applying scientific and technological advancements or innovations into teaching;

c) Participating in the preparation of textbooks, reference books, monographs, instructional manuals, translations, and other training materials (hereinafter collectively referred to as training-related publications); participating in the development and improvement of training programs, module content, and subjects assigned for teaching; participating in the design and construction of specialized classrooms; participating in the design, improvement, and fabrication of educational equipment;

d) Studying, standardizing, enhancing professional knowledge and skills; updating practical skills and adopting new technologies; observing classes and exchanging teaching experiences;

d) Participating in class management work, academic counseling; guiding internships, combined internship and production practice; guiding students for examinations, vocational skill competitions, and entrepreneurship at various levels;

e) Participating in administrative work, party and mass organization activities (if applicable), and practical career development and community service activities;

g) Performing other tasks assigned by the head of the vocational education operating entity or a subordinate unit within its delegated authority consistent with the professional standards for college lecturers and relevant legal provisions.

2. The tasks of a senior lecturer include:

a) Teaching theoretical lectures, practical sessions, or both for higher vocational education programs, secondary vocational education programs, and vocational education programs; teaching basic level training programs and other vocational training programs; or teaching teacher training programs at the higher vocational education level; educating professional ethics and work habits to students through the teaching process; evaluating student learning outcomes and graduation examination results; guiding, marking thesis topics and final projects;

b) Initiating or participating in specialized and professional activities within departments, faculties, and vocational education operating entities; initiating or participating in scientific research and technological development activities or higher-level innovation and technology initiatives; initiating or participating in the organization of science advisory services and technology transfer activities; initiating or participating in writing scientific reports and exchanging teaching experiences on vocational education both domestically and internationally;

c) Initiating or participating in the preparation, review, or translation of training-related publications; initiating or participating in the development and improvement of training programs, module content, and subjects assigned for teaching; initiating or participating in the design, improvement, fabrication of educational equipment, classroom management, and proposing directions and measures for industry and vocational development; proposing solutions to improve teaching quality, methods of assessing student learning outcomes, and practical training;

d) Studying, standardizing, enhancing professional knowledge and skills; updating practical skills and adopting new technologies; observing classes and exchanging teaching experiences; providing training to the faculty according to the requirements for professional development in departments, faculties, and vocational education operating entities;

e) Participating in class management work, academic counseling; guiding internships, combined internship and production practice; guiding students for examinations, vocational skill competitions, and entrepreneurship at various levels; guiding students in scientific research, technological innovation, and entrepreneurship activities;

f) Participating in administrative work, party and mass organization activities (if applicable), and practical career development and community service activities.

g) Perform other tasks assigned by the head of the vocational education institution or the head of a unit under or directly subordinate to the vocational education institution in accordance with delegated authority and appropriate to the professional competence standards for senior lecturers and relevant legal provisions.

3. The duties of a senior lecturer include:

a) Teaching theory, or teaching both theory and practice for higher vocational education programs, secondary vocational education programs, and vocational education programs; teaching basic level training programs and other vocational training programs; or teaching higher vocational education programs in teacher training fields; educating professional ethics and work habits to students through the teaching process; evaluating students' learning outcomes and graduation examination results; guiding and grading specialized topics and final thesis;

b) Taking the lead in professional and business activities within the department, faculty, or vocational education institution; taking the lead in implementing scientific, technological, and innovation activities at the institutional level or above; directing research on science, technology, and innovation for teams or groups of professionals; prepare scientific reports and exchange experiences on vocational education both domestically and internationally;

c) Taking the lead or participating in the preparation or review of textbooks for training purposes; taking the lead or participating in developing, enhancing training programs, module content, and subjects assigned to teach; proposing directions and measures for industry development; proactively updating scientific achievements into the development of training programs; innovating teaching methods and assessment methods for learning outcomes; designing, improving, manufacturing teaching aids, equipment, and managing specialized classrooms;

d) Engaging in professional development, enhancing expertise through standardized education, and continuously acquiring new practical skills and technologies; observing classes, exchanging teaching experiences; taking the lead or participating in training for the faculty according to the professional development needs of departments, faculties, or vocational education institutions;

e) Participating in class management work, academic counseling; guiding internships, combined internship and production practice; guiding, preparing students for exams, competitions, and entrepreneurship at various levels; guiding students in scientific research, technological innovation, and entrepreneurial activities;

f) Participating in administrative work, party, and mass organization work (if applicable), and activities related to practical development and community service;

g) Perform other tasks assigned by the head of the vocational education institution or the head of a unit under or directly subordinate to the vocational education institution in accordance with delegated authority and appropriate to the professional competence standards for senior lecturers and relevant legal provisions.

Article 4. A bachelor's degree or equivalent level in some fields of higher education is required to teach practical programs at the community college level and meets the standards for teaching such programs.

A bachelor's degree or equivalent level in some fields of higher education that meet the standards for teaching practical programs at the community college level are among the qualifications suitable for the following teaching positions:

1. Bachelor's degree or above for the following groups of disciplines: Health; Arts (except for the disciplines: Art Theory, History and Criticism; Stage Art Theory, History and Criticism; Film Art Theory, History and Criticism; Dance Art Theory, History and Criticism); Teacher Training (including disciplines: English Education, Russian Education, French Education, Chinese Education, German Education, Japanese Education, Korean Education; Computer Education; Political Education, Physical Education; Sports Training, National Defense - Security Education, Legal Education); Vietnamese Language, Literature and Culture; Foreign Language, Literature and Culture; Accounting - Auditing; Law; Biology; Applied Biology; Computer Science; Information Technology; Tourism; Hotel, Restaurant Management; Physical Education (except for the discipline of Sports Management).

2. Engineer's degree, Architect's degree, First-level Specialist Degree, Intern Doctor, Specialist Doctor, Medical Doctor, Dentist, Traditional Chinese Medicine Doctor, Veterinary Doctor.

Article 5. Moral Standards for Community College Instructors

1. Maintain the qualities, reputation, and honor of educators; exhibit a spirit of unity, respect, and cooperation with colleagues; show kindness, tolerance, and fairness in treating students; protect the lawful and legitimate rights and interests of students, colleagues, and the community; practice thriftiness, anti-corruption, and waste prevention.

2. Be passionate about their profession, dedicated to their work; be fair in teaching and education, evaluate students' actual abilities objectively, oppose formalism.

3. Adhere to academic ethics regulations and ensure scientific integrity; conduct themselves honestly and transparently in teaching, scientific research, publishing research results, and other professional activities.

4. Follow the code of conduct for educators; comply with the rules and regulations of vocational education institutions and other ethical standards as prescribed by law.

Chapter II

PROFESSIONAL STANDARDS FOR COMMUNITY COLLEGE INSTRUCTORS

Article 6. Professional Standards for Instructors

1. Moral Standards

Instructors must meet the moral standards specified in Article 5 of this Circular.

2. Educational Qualification and Training Standards

a) Instructors teaching theoretical programs at the community college level, except as provided in points c and d of this paragraph: hold a bachelor's degree or equivalent qualification relevant to their field of instruction;

b) Instructors teaching practical programs at the community college level, except as provided in points c and d of this paragraph: hold a community college diploma or qualifications specified in Article 4 of this Circular or possess practical skills for teaching at the community college level that are relevant to their field of instruction. The evaluation and recognition of practical skills shall be conducted according to regulations by the Minister of Education and Training;

c) Instructors teaching theoretical programs at the community college level in teacher training fields, except as provided in point d of this paragraph: hold a bachelor's degree or equivalent qualification relevant to their field of instruction;

d) Instructors teaching minority languages in community college programs: meet the standards for training specified in Paragraph 4, Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government on detailed implementation and guidance for certain provisions of the Law on Teachers;

d) Possess pedagogical competence to teach at the community college level (for instructors who did not graduate from teacher training programs). The evaluation and recognition of pedagogical competence shall be conducted according to regulations by the Minister of Education and Training;

e) Hold a certificate for professional qualification as an instructor at the community college level.

3. Professional Knowledge and Vocational Competence Standards

a) Have a thorough understanding of basic knowledge in their assigned field; possess knowledge related to their field; have practical experience in the production and service sectors relevant to their field;

b) Proficiently perform skills in their assigned field; guide students to operate according to technical procedures, ensuring workplace safety and meeting the practical skill requirements specified in the curriculum (for instructors teaching practical programs);

c) Have a clear understanding of training objectives, output standards for the program, content of the program, occupational safety and health techniques, and training plans of vocational education institutions to organize training;

d) Possess the ability to use appropriate methods and tools for evaluation to assess students' learning outcomes; ensure evaluations are fair, objective, and conducted according to procedures; know how to adjust evaluation methods as needed based on student performance;

d) Use teaching aids and equipment effectively and safely; able to manufacture or improve teaching aids and equipment;

e) Have a basic understanding of research methods in educational science and vocational education; capable of participating in scientific, technological activities and innovation, or applying the results of such activities into teaching and other assigned tasks;

g) Apply information technology and use foreign languages in performing their duties as instructors.

Article 7. Professional Standards for Senior Lecturers

1. Moral Standards

A senior lecturer must meet the moral standards specified in Article 5 of this Circular.

2. Educational and Training Qualifications, Refresher Courses

a) A senior lecturer shall teach theoretical programs at the community college level, except as provided in point c of this clause: hold a master's degree or higher that is relevant to the subject being taught;

b) A senior lecturer who teaches both theory and practice for community college-level programs, except as provided in point c of this clause: shall meet simultaneously the requirements specified in points a and b of paragraph 2 of Circular Article 6;

c) A senior lecturer teaching vocational education training programs at the community college level: hold a master's degree or higher that is relevant to the subject being taught; d) Possess pedagogical competence for community college-level instruction (for lecturers who did not graduate from a teacher training program). The evaluation and recognition of pedagogical competence shall be conducted in accordance with the provisions of the Minister of Education and Training;

e) Hold a vocational teaching qualification certificate.

3. Professional Competence and Expertise

a) Possess deep knowledge in the subject assigned for teaching; have knowledge in related subjects; understand professional practice, scientific and technological advancements relevant to the subject being taught; be able to apply deep knowledge and advanced technology in teaching and curriculum development;

b) Proficiently apply specialized knowledge, practical skills, and pedagogical methods to design and implement integrated theoretical and practical teaching activities; ensure a smooth integration of theoretical and practical content; guide students to follow correct technical procedures, ensuring workplace safety and comprehensive development of knowledge and practical skills (for senior lecturers who teach both theory and practice);

c) Master the principles of pedagogical expertise, proficiently apply various techniques and methods to organize and adjust teaching activities in accordance with student needs and real-world conditions;

d) Have the ability to design and organize evaluations at different cognitive and skill levels; develop criteria, scales, and evaluation tools according to outcome standards; analyze evaluation results to adjust teaching activities and support students in overcoming limitations; guide colleagues on evaluation techniques and procedures relevant to the subject being taught;

e) Master scientific research methods in education and vocational education; organize and implement scientific, technological, and innovation activities, applying research outcomes, scientific and technological advancements, or technical innovations into curriculum and teaching method reforms to enhance training quality, capable of guiding colleagues or students in conducting scientific, technological, and innovative activities relevant to the subject being taught;

f) Apply information technology and use foreign languages in performing duties as a senior lecturer;

g) Author or co-author one book serving education or two training programs that have been reviewed and approved by a scientific and educational council (established by the head of an vocational education institution or competent authority);

h) Lead or participate in the development of at least one teaching aid or equipment for a department or faculty, achieving third place or higher in provincial, ministerial-level or higher vocational teacher competitions, or provincial-level or higher vocational teacher skill contests, or provincial-level or higher professional teacher skill contests; or equivalent achievements;

i) Lead the implementation of at least one scientific, technological, and innovation activity at the institutional level that has been appraised with satisfactory results, or be the primary author of one scientific paper relevant to the subject being taught published in an internationally recognized scientific journal (ISSN);

k) Achieve third place or higher in provincial, ministerial-level or higher vocational teacher competitions, or provincial-level or higher vocational teacher skill contests, or provincial-level or higher professional teacher skill contests; or design and manufacture at least one teaching aid or equipment achieving third place or higher in provincial-level or higher self-made teaching aids or training equipment contests; or achieve third place or higher in other provincial-level or higher contests, competitions, or exams related to skills, science, technology, culture, arts, physical education (collectively referred to as other provincial-level or higher contests, competitions, or exams); or have trained at least two lecturers, teachers, students, or student groups achieving third place or higher in provincial-level or higher contests, competitions, or exams; or equivalent achievements;

In the event that a lecturer does not meet one of the three standards specified in points h, i, and k of this clause, the other two standards must be met with twice the quantity. or shall have participated in the design and manufacture of at least one (1) teaching aid or equipment that has won third place or above in the Provincial Vocational Teaching Equipment Making Competition, Provincial Self-made Training Equipment Competition; or has won third place or above in any other provincial-level or higher competition, contest, or examination related to vocational skills, science, technology, culture, arts, or physical education (hereinafter collectively referred to as "other competitions, examinations, or contests"); or shall have trained at least two (2) instructors, teachers, students, or student groups that have won third place or above in provincial-level or higher teaching competitions, examinations, or contests; or equivalent;

In the event that an instructor does not meet one (1) of the three (3) standards specified in Clause h, i, k hereof, then one (1) of the remaining two (2) standards must be met at twice the quantity.

Article 8. Professional Standards for Senior Lecturers

1. Moral Standards

A senior lecturer must meet the moral standards specified in Clause 5 of this Circular.

2. Educational and Training Qualification Standards

a) A senior lecturer teaching theoretical programs at the community college level, except as provided in point c of this clause: shall have a doctoral degree relevant to the subject or profession taught;

b) A senior lecturer teaching both theoretical and practical programs at the community college level, except as provided in point c of this clause: must simultaneously meet the requirements specified in point b of Clause 2 and point a of Clause 7 of this Circular;

c) A senior lecturer teaching theoretical programs for teacher training majors at the community college level: shall have a doctoral degree relevant to the subject or profession taught;

d) Possess pedagogical competence for teaching at the community college level (for lecturers who did not graduate from a teacher education program). The evaluation and recognition of pedagogical competence are conducted in accordance with the provisions of the Minister of Education and Training;

d) Hold a professional qualification certificate for senior lecturer.

3. Professional Competence Standards

a) Have a deep understanding of the specialized knowledge relevant to the subject or profession assigned; possess knowledge about related subjects; have an understanding of practical experience, scientific and technological advancements in the field assigned; apply specialized knowledge and advanced technology in teaching and develop, update training content; have the ability to guide the development of training content according to industry trends; provide professional advice to colleagues in the same subject or profession;

b) Have the capability to organize, guide, and support colleagues in teaching activities; propose and implement innovative teaching methods to enhance the quality of education, meeting practical requirements; advise, connect with businesses, and guide students' career paths;

c) Have a deep understanding of pedagogical expertise, proficiently apply pedagogical skills and methods to organize and adjust teaching activities suitable for student groups and real-world conditions; evaluate, summarize teaching experiences and methods to share with colleagues; lead the organization and implementation of effective training programs and propose innovative solutions for teaching activities, program development, and adjustment of training plans to meet practical requirements;

d) Have the capability to develop and implement a system for evaluating students in the department or faculty ensuring scientific rigor, objectivity, and alignment with educational goals; analyze evaluation data to propose improvements in curricula, teaching methods, and student development strategies;

d) Have the capability to develop and organize the implementation of strategies for utilizing, manufacturing, and improving teaching aids and technology;

e) Master scientific research methods in education and vocational education; be able to guide and organize scientific, technological, and innovation activities; apply research results, scientific and technological advancements, or technical innovations into curriculum development and enhancing educational quality;

g) Apply information technology and use foreign languages in performing the duties of a senior lecturer;

h) Be the principal author of one (1) textbook for training relevant to the subject or profession assigned or have contributed to the compilation, translation of two (2) textbooks for training relevant to the subject or profession assigned that have been approved by a scientific and training committee (established by the head of vocational education institution or competent authority) and are in use at the community college level or above;

i) Lead the implementation of two (2) scientific, technological, and innovation activities at the institutional level or one (1) higher-level activity that has been validated with results meeting requirements or be the principal author of two (2) academic papers relevant to the subject or profession taught published in an internationally recognized scientific journal;

k) Achieve third place or above in the National Vocational Education Teacher Competition, National Vocational Teacher Competition, or National Professional Skills Competition; or design and manufacture at least one (1) teaching aid that has achieved third place or above in the National Homemade Teaching Aids Competition or National Homemade Training Equipment Competition; or achieve third place or above in other national-level competitions; or have trained at least two (2) lecturers, teachers, students, or student groups who have achieved third place or above in competitions, exams, or contests of national level or equivalent;

In the event that a lecturer does not meet one (1) of the three (3) standards specified in points h, i, and k of this clause, then the other two (2) standards must be met with twice the required quantity.

Chapter III

ORGANIZATION OF IMPLEMENTATION

Article 9. Transitional Provisions

1. Certificates of professional development according to the standards for occupational positions in vocational education and training personnel or certificates of professional development according to the standards for occupational positions in vocational education and training personnel or certificates of professional development according to the standards for occupational positions in senior college lecturers or certificates of professional development according to the standards for occupational positions in senior college lecturers, as provided by law, issued before December 31, 2026, shall be deemed equivalent to the certificate of professional development for senior college lecturers specified in this Circular. 2. Lecturers teaching at the senior college level who are recruited, received, or transferred to a position teaching at the senior college level prior to the effective date of this Circular do not need to meet the requirement of having a certificate of professional development for senior college lecturers as provided by this Circular.

3. Persons recruited, received, or transferred to a position as a senior college lecturer from the effective date of this Circular:

a) Those who already have a certificate of professional development specified in paragraph 1 of this Article shall be deemed to meet the requirement for having a certificate of professional development for senior college lecturers as provided by this Circular;

b) Those who do not yet have a certificate of professional development specified in paragraph 1 of this Article must complete the requirements for obtaining a certificate of professional development for senior college lecturers within twelve months from the date when the program for professional development for senior college lecturers becomes effective;

c) After twelve months from the date when the program for professional development for senior college lecturers becomes effective, they shall fully meet the requirement for having a certificate of professional development for senior college lecturers as provided by law.

4. Cases involving recruitment, reception, or promotion to the position of vocational education and training personnel or teaching staff in senior colleges according to the plan approved by competent authorities before June 30, 2026, shall be implemented in accordance with paragraph 1 of Article 25 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government, which provides detailed provisions and guidelines for implementing certain articles of the Law on Teachers.

5. Academic credentials, certificates, or endorsements that are consistent with the subject matter being taught shall be recognized as meeting the standard for practical skills to teach practical training at the senior college level as provided in point b of paragraph 2 of this Circular, including: a) National Artist, Artist, Excellent Doctor, and Outstanding Teacher titles or higher;

b) Diploma from a vocational high school; Certificate of practical skill for vocational high school level; Professional license or permit according to the law; Seafarer's professional competence certificate as provided by the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW);

c) National vocational skill certification at level 3 or higher; Excellent national vocational skill certification from national, regional, or international vocational skills competitions; Master craftsman 5/7 or 4/6 or higher;

d) German Federal Republic's National Qualification Framework Level 4 (Niveau 4 DQR); Australian Diploma, Advanced Diploma of vocational skill qualification; Malaysia's National Occupational Skill Standard Level 3 or higher;

d) National award, regional, or international recognition; Recognition for training students to win national, regional, or international awards in vocational education.

6. Certificates recognized as meeting the standard for teaching skills at the senior college level as provided in points d of paragraph 2 of Article 6, points d of paragraph 2 of Article 7, and points d of paragraph 2 of Article 8 of this Circular include:

Certificate of vocational education and training teaching at the intermediate vocational level or senior vocational level; Certificate of pedagogical skills for teaching at the senior college level or intermediate college level; Certificate of vocational education and training teaching; Certificate of pedagogical skills for teaching at the senior college level; Certificate of professional development in pedagogical skills for university lecturers, senior college lecturers; Certificate of professional development in pedagogical skills for lecturers in higher education institutions.

6. The certificate recognized as meeting the standard for teaching ability at the higher vocational level prescribed in Point d of Clause 2 of Article 6, Point d of Clause 2 of Article 7, and Point d of Clause 2 of this Circular includes certificates of the following or above:

Certificate of Vocational Teaching for Intermediate Vocational Level; Certificate of Vocational Teaching for Higher Vocational Level; Certificate of Educational Pedagogy for Higher Vocational Level; Certificate of Educational Pedagogy for Intermediate Vocational Level; Certificate of Educational Pedagogy for Vocational Training; Certificate of Educational Pedagogy Training for University Instructors; Certificate of Educational Pedagogy Training for College Instructors.

Article 10. Implementation Responsibilities

1. The Department of Teachers and Educational Administration shall take the lead, coordinate with relevant units to assist the Minister of Education and Training in guiding, instructing, and inspecting the implementation of the provisions of this Circular; develop a training, enhancement, and development plan for college-level lecturers at vocational education institutions to meet occupational standards.

2. Ministries, sectors, political-social organizations, people's committees of provinces and municipalities directly under the Central Government shall be responsible for:

a) Coordinating guidance, instruction, and inspection of the implementation of the provisions of this Circular by vocational education institutions under their management authority;

b) Guiding the development and approval of training and enhancement plans at the ministry/sector/local level to standardize and improve the quality of college-level lecturers in vocational education institutions under their management authority.

3. The head of a vocational education institution or the head of a unit subordinate to such an institution, as delegated according to authority based on occupational standards for college lecturers:

a) Assigning, distributing tasks, and evaluating the completion of tasks in accordance with the corresponding teaching position;

b) Developing and implementing training, enhancement, and development plans for college-level lecturers; advising higher management agencies and local authorities on managing, enhancing the professional qualities, and improving the professional skills of college-level lecturers;

c) Determining the suitability of practical work capabilities and professional training levels of college lecturers with respect to the vocational subjects they are assigned to teach.

Article 11. Implementation

1. This Circular shall come into force on April 9, 2026.

2. The following provisions under this Circular are repealed:

a) Provisions regarding professional ethics standards; training certificates according to professional position standards; duties; training and enhancement level standards; professional knowledge and skills standards for college lecturers as stipulated in Article 3, Article 4, and Section 2 of Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labor, Invalids and Social Affairs on specifying codes, professional position standards; salary grading, promotion of professional position for vocational education staff (amended and supplemented by Circular No. 10/2024/TT-BLĐTBXH dated October 25, 2024 by the Minister of Labor, Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labor, Invalids and Social Affairs on specifying codes, professional position standards; salary grading, promotion of professional position for vocational education staff);

b) Provisions regarding professional knowledge and skills standards for college-level teachers as stipulated in Section II of Circular No. 05/2024/TT-BLĐTBXH dated May 10, 2024 by the Minister of Labor, Invalids and Social Affairs on specifying professional knowledge and skills standards for vocational education teachers;

c) Provisions regarding professional ethics standards and professional position standards for teaching staff in higher vocational training programs as stipulated in Article 3 and Chapter II of Circular No. 35/2020/TT-BGDĐT dated October 1, 2020 by the Minister of Education and Training on specifying codes, professional position standards, appointment, and salary for teaching staff in public higher teacher training colleges (amended and supplemented by Circular No. 04/2022/TT-BGDĐT dated March 4, 2022 by the Minister of Education and Training amending and supplementing certain provisions of Circular No. 35/2020/TT-BGDĐT dated October 1, 2020 by the Minister of Education and Training on specifying codes, professional position standards, appointment, and salary for teaching staff in public higher teacher training colleges; Circular No. 40/2020/TT-BGDĐT dated October 26, 2020 by the Minister of Education and Training on specifying codes, professional position standards, appointment, and salary for teaching staff in public higher education institutions).

3. The Minister of Education and Training, heads of agencies at ministerial level, heads of agencies under the Government, Chairmen of People's Committees of provinces and municipalities directly under the Central Government; vocational education institutions and relevant organizations and individuals shall be responsible for implementing this Circular.

4. In case the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the new documents.

5. In the course of implementation, if any difficulties arise, it is requested that they be reported to the Ministry of Education and Training for guidance or consideration and resolution./.
