CIRCULAR
Amending and supplementing certain Articles of Circulars of the Minister of National Defense regarding
the delineation of authority in the field of national defense work, Self-Defense Force,
national defense education and security when organizing local government at two levels
Pursuant to the Law on Civil Defense and Self-Defense dated November 22, 2019; the Law on National Defense dated June 8, 2018; the Law on National Defense and Security Education dated June 19, 2013;
Pursuant to Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on national defense work at central ministries and localities; Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing certain provisions of the Law on the Self-Defense Force regarding organization, construction, and policies for the Self-Defense Force; Decree No. 16/2025/NĐ-CP dated February 4, 2025 of the Government amending and supplementing certain provisions of Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing certain provisions of the Law on the Self-Defense Force regarding organization, construction, and policies for the Self-Defense Force; Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and implementing measures for the Law on National Defense Education and Security; Decree No. 139/2020/NĐ-CP amending and supplementing certain provisions of Decree No. 13/2014/NĐ-CP; Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing certain provisions of several Decrees in the field of national defense and military when organizing local government at two levels.
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain provisions of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government.
At the proposal of the Chief of General Staff;
The Minister of National Defense promulgates this Circular amending and supplementing certain Articles of Circulars of the Minister of National Defense stipulating national defense work at central ministries and localities; training, education, instruction, competition, drill, and exercise for the Self-Defense Force; working relationships of the People's Militia Committee at commune, ward, town level and the People's Militia Committee at agency and organization level; responsibilities, tasks, and working relationships of Self-Defense Force command positions; tasks and powers of agencies and units under the Ministry of National Defense, the People's Militia Committee at central ministries and localities regarding national defense education and security; education and training of national defense and security knowledge in the Vietnam People's Army; regulations on the application of disciplinary measures, procedures, time limits, and authority to handle disciplinary cases against the Self-Defense Force; programs and contents; framework programs for education and training of national defense and security knowledge; standards for national defense and security education propagandists; framework programs for national defense and security education for students in state agencies, political organizations, and social-political organizations when organizing local government at two levels.
Article 1. Amending and supplementing certain Articles of Circular No. 99/2019/TT-BQP dated July 6, 2019 of the Ministry of National Defense detailing certain provisions and implementing measures for Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on national defense work at central ministries and localities.
1. Amending and supplementing Clause 2 of Article 1, as follows:
“2. Tasks and powers of the permanent office for national defense work at provincial-level city directly under the Central Government (commonly referred to as provincial level), commune, ward, special zone (commonly referred to as commune level).”
2. Amending and supplementing Clause 2, Clause 3 of Article 2.
a) Amend and supplement Clause 2 as follows:
“2. People's Militia Committee at central ministries and agencies; permanent office for national defense work at provincial and commune levels.”
b) Amending Clause 3 as follows:
“3. Central ministries and agencies; provincial and commune-level people's councils; relevant agencies and units of the Military and other organizations related to the implementation of national defense work at central ministries and localities.”
3. Amending Point a of Clause 1 of Article 3, as follows:
“a) For the Party committee and head of central ministries (in case the chief commander is a deputy head): To be subject to leadership, guidance, management, and direction in national defense work.”
4. Amending and supplementing Point a of Clause 2, Point a of Clause 3 of Article 3.
a) Amending and supplementing Point a of Clause 2 as follows:
“a) To take the lead and coordinate with relevant agencies and organizations to advise the Party committee and head of central ministries on leadership, guidance, management, direction, guidance, and organization of implementation of national defense tasks according to the Law on National Defense and Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on national defense work at central ministries and localities (hereinafter referred to as Decree No. 168/2018/NĐ-CP), and Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing certain provisions of several Decrees in the field of national defense and military when organizing local government at two levels (hereinafter referred to as Decree No. 220/2025/NĐ-CP), specifically:”
b) Amending Point a of Clause 3 as follows:
“a) For the Party committee and head of central ministries (in case the chief commander is a deputy head): To be subject to leadership, guidance, management, and direction in national defense work;”
5. Amending Point a of Clause 1, Point a of Clause 3 of Article 4 as follows:
a) Amending Point a of Clause 1 of Article 4 as follows:
“a) To advise the Party committee and head of central ministries on propaganda and education work in the implementation of national defense work;”
b) Amending Point a of Clause 3 of Article 4 as follows:
“a) For the Party committee and head of central ministries: To be subject to leadership, guidance, management, and direction in the implementation of national defense work of their own ministries;”
6. Amending and supplementing the name of Chapter III, as follows:
“CHAPTER III: TASKS AND POWERS OF THE PERMANENT OFFICE FOR NATIONAL DEFENSE WORK AT PROVINCIAL AND COMMUNE LEVELS”
7. Amending and supplementing the title of Clause and Point e of Clause 1 of Article 7.
a) Amending and supplementing the title of Clause 1 as follows:
“1. To take the lead and coordinate with departments, committees, the United Front Organization, and mass organizations at the same level to advise the Party committee and government on the implementation of national defense tasks according to the Law on National Defense and Decree No. 168/2018/NĐ-CP, Decree No. 220/2025/NĐ-CP, specifically:”
b) Amend and supplement Point e of Clause 1 as follows:
"e) Organize defense area exercises, civil defense exercises, participate in military region defense exercises and exercises according to the plan of the competent authority; direct combat exercises at the commune level within the defense area and civil defense;"
8. Amend the name of Article and Clause 1 of Article 8.
a) Amend the name of Article 8 as follows:
"Article 8. Tasks and Authorities of the Standing Office for National Defense Work at the Commune Level"
b) Amend Clause 1 as follows:
"1. Take the lead and coordinate with departments, agencies, the Vietnam Fatherland Front Committee, and mass organizations at the same level to provide advisory services to the Party committee and administration in organizing the implementation of national defense tasks under Clause 1 and Clause 3 of Article 1 of Decree No. 220/2025/NĐ-CP of the Government amending and supplementing certain articles of several decrees in the field of national defense and military affairs when establishing a two-level local administration system;"
9. Amend and supplement Points b, c, d of Clause 1 of Article 8.
a) Amend and supplement Point b as follows:
"b) Organize combat exercises at the commune level within the defense area and civil defense, participate in provincial-level defense area exercises, and exercises according to the plan of the competent authority;"
b) Amend and supplement Point c as follows:
"c) Advise the People's Committee at the commune level to direct the construction and operation of the Military Command at the commune level to improve the overall quality and combat strength of the self-defense forces and reserve forces;"
c) Amend Point d as follows:
"d) Implement the selection and call-up of citizens for military service; recruit students for military education; recruit students for training military officers at the commune-level Military Command at the college and university levels in the basic military field; receive and create conditions to solve employment issues for discharged servicemen;"
10. Amend and supplement Point a of Clause 2 of Article 8 as follows:
"a) Lead and direct the activities of the Party work and political work; build the Party committee and Party organization clean and strong; build the agency and unit comprehensively strong; coordinate to complete the organizational structure and activities of the Military Command of the agency, organization, public economic units on the territory; implement the tasks related to national defense work as stipulated in Points a, b, d, e, g, h, i of Clause 2 of this Circular;"
11. Amend and supplement Clause 2 of Article 13 as follows:
"2. Direct the Military Command at the commune level under its leadership to coordinate with departments, agencies, and mass organizations to advise the Party committee and administration at the same level in leading, directing, and guiding the implementation of state management functions in national defense at the local level."
12. Amend Clause 2 of Article 14 as follows:
"2. Direct and guide the agencies and units under its leadership to coordinate with agencies, units, and coastal and island areas at the provincial and commune levels and marine self-defense units under central ministries and sectors to build and adjust regulations, plans for coordinated activities and organize the implementation of related national defense work."
13. Amend and supplement Article 19 as follows:
"Article 19. Related Agencies and Units
Based on their functions and tasks, take the lead and coordinate with relevant agencies, organizations, and local military agencies at all levels to implement national defense work at central ministries and sectors where they are stationed in accordance with Decree No. 168/2018/NĐ-CP, Article 1 of Decree No. 220/2025/NĐ-CP, and the provisions of this Circular."
Article 2. Amend and supplement some articles of Circular No. 69/2020/TT-BQP dated June 15, 2020, issued by the Minister of National Defense detailing certain provisions of the Law on Militia and Self-Defense Forces regarding training, education, instruction, competitions, sports events, and exercises for Militia and Self-Defense Forces, which have been amended and supplemented by some articles in Circular No. 47/2024/TT-BQP dated August 3, 2024, issued by the Minister of National Defense.
1. Amend and supplement Clause 2 of Article 4, which has been amended and supplemented by Clause 2 of Article 1 of Circular No. 47/2024/TT-BQP, as follows:
“2. The provincial military command shall direct: The regional defense command organizes training for platoon leaders, village team leaders, ship captains, self-defense unit commanders (where there is no military command office of the agency or organization), squad leaders, machine gun platoon leaders of 12.7mm, 14.5mm, ATGM, SPG-9, 82mm mortar, 60mm mortar; The Border Guard Command shall direct the Border Guard units under its jurisdiction to cooperate with the regional defense command to organize training on border guard operations for Militia and Self-Defense Forces.”
2. Amend and supplement Point b of Clause 2 of Article 6, which has been amended and supplemented by Clause 3 of Article 1 of Circular No. 47/2024/TT-BQP, as follows:
“2. Program
b) Militia and Self-Defense Forces in their second year and onwards shall implement according to the regulations set out in Appendix IV; Regular Militia Units and Regular Militia Coastal Teams shall implement according to the regulations set out in Appendix V attached hereto, based on the target group, situation, and mission, the organizing authority shall determine specific timeframes for each training content and report to the immediate superior for approval.”
3. Amend and supplement Points b, d and add Point đ of Clause 1; Point c of Clause 2 of Article 7, which has been amended and supplemented by Point a of Clause 4 of Article 1 of Circular No. 47/2024/TT-BQP
a) Amending and supplementing Point b Clause 1 as follows:
“b) The provincial military command shall direct the regional defense command to train Militia and Self-Defense Forces in their first year, anti-aircraft and artillery platoons of Militia and Self-Defense Forces, coastal Militia and Self-Defense Forces, reconnaissance, communication, engineering, chemical defense, medical, and mortar platoons at the commune level; based on the local situation, they may organize training in clusters of communes;”
b) Amend and supplement Point d of Clause 1 as follows:
“d) The military command office of the agency or organization, or the self-defense unit commander (where there is no military command office of the agency or organization) shall organize training for self-defense units within the agency or organization; in cases where conditions are not sufficient for organizing training, the Provincial Military Commander shall examine and decide on organizing training.”
c) Add Point đ after Point d of Clause 1 as follows:
“đ) The regional defense command shall direct, guide, and inspect the commune-level military command office to organize training for militia and self-defense forces, conduct combat exercises at the commune level within the defensive area, civil defense, and other tasks as prescribed by law.”
d) Amend and supplement Point c of Clause 2 of Article 7, as follows:
“c) At the commune level, the commune-level military command office, the military command office of the agency or organization, or the self-defense unit commander (where there is no military command office of the agency or organization) shall build and submit to the Provincial Military Commander or the Regional Defense Command Commander (when authorized) for approval.”
4. Amend and supplement Point b of Clause 2 of Article 9, as follows:
“b) Civil defense exercises at the commune level shall be decided by the Chairman of the People's Committee of the province.”
5. Amending and supplementing Clause 1 of Article 10 as follows:
“1. List of basic materials and equipment ensuring training, education, instruction, competitions, sports events, and exercises for Militia and Self-Defense Forces as stipulated in Appendix VI attached hereto”
6. Repeal Point b of Clause 2 of Article 7 of Circular No. 69/2020/TT-BQP.
Article 3. Amending and supplementing some articles of Circular No. 29/2020/TT-BQP dated March 10, 2020, issued by the Minister of National Defense, stipulating the working relationship of the Military Command of communes, wards, towns and the Military Command of agencies and organizations; the responsibilities, tasks, and working relationships of the positions of Civil Defense Militia commanders.
1. Amending and supplementing the name of the Circular as follows:
"Regulations on the working relationship of the Military Command of communes, wards, special zones and the Military Command of agencies and organizations; the responsibilities, tasks, and working relationships of the positions of Civil Defense Militia commanders."
2. Amending and supplementing the introductory clause of the basis for issuing the Circular as follows:
"The Minister of National Defense issues this Circular stipulating the working relationship of the Military Command of communes, wards, special zones and the Military Command of agencies and organizations; the responsibilities, tasks, and working relationships of the positions of Civil Defense Militia commanders."
3. Amending and supplementing Clause 1, Clause 4 and supplementing Clause 3a of Article 3.
a) Amend Clause 1 as follows:
"1. The relationship with the commune-level Party Committee is a relationship of obedience to leadership and guidance on defense and military work at the commune level."
b) Amend and supplement Clause 4 as follows:
"4. The relationship with the Provincial Military Command is a relationship of obedience to guidance and command on local defense and military work."
c) Supplementing Clause 3a after Clause 3 as follows:
"3a. The relationship with the Party Committee and the Command of the Regional Defense Headquarters is a relationship of obedience to leadership, guidance, and command on tasks within the authority of the Regional Defense Headquarters and tasks assigned by the Provincial Military Command;"
4. Amending and supplementing some Points and Clauses of Article 4 as follows:
a) Amend Clause 1 as follows:
"1. Responsibilities
Advising the commune-level Party Committee and administration on leading, directing, managing, and implementing defense and military tasks at the commune level in accordance with the law."
b) Supplementing Points c and d after Point b of Clause 2 as follows:
"c) Advising on the implementation of reserve force construction work; conscription and call-up of citizens for military service, military recruitment; national defense and security education;
d) Implementing other tasks as prescribed by law."
c) Amending and supplementing Points a, b, and c of Clause 3 of Article 4 as follows:
"a) The relationship with the Commander of the Provincial Military Command is a relationship of obedience to guidance and command on local defense and military work;
b) The relationship with the Commander of the Regional Defense Headquarters is a relationship of obedience to guidance and command on tasks within the authority of the Regional Defense Headquarters and tasks assigned by the Provincial Military Command;
c) The relationship with the commune-level Party Committee and the Commune-level Military Party Branch is a relationship of obedience to leadership and guidance on defense and military work at the commune level;"
5. Amending and supplementing Clause 1; Points a, c, and h of Clause 2 and Points a, b, and c of Clause 3 of Article 5.
a) Amend and supplement Clause 1 as follows:
"1. Responsibilities
Advising and being responsible to superiors, the commune-level Party Committee, and administration regarding party work and political work in the implementation of defense and military tasks at the commune level. Taking the lead politically in the Civil Defense Militia and reserve forces; directly conducting party and political work in the Civil Defense Militia and reserve forces and in defense and military tasks at the commune level; jointly with the Commander of the Commune-level Military Command, proposing contents and measures for leading defense and military work for the commune-level Party Committee to decide."
b) Amending and supplementing Points a, c, and h of Clause 2 as follows:
"a) Advising and proposing to the commune-level Party Committee to decide on the contents and measures for leading all activities of the Civil Defense Militia and reserve forces and in the implementation of defense and military tasks at the commune level in accordance with the Party's policies, State laws, resolutions, directives, and orders from superiors on defense and military work. Proposing to the Political Commissar of the Regional Defense Headquarters and the Political Commissar of the Provincial Military Command the contents and measures for conducting party and political work. Building plans and directly conducting party and political work in the Civil Defense Militia and reserve forces, in the implementation of defense and military tasks at the commune level;
c) Conducting organizational party building work; building a clean and strong military branch committee; caring for the construction of political core forces in the Civil Defense Militia and reserve forces; identifying and nurturing candidates for party membership and youth league membership in the Civil Defense Militia and reserve forces. Building temporary branch committees in the Civil Defense Militia and reserve forces (if any) clean and strong, successfully completing all assigned tasks;
h) Conducting party and political work in the construction, training, and operation of the Civil Defense Militia and reserve forces, calling up citizens for military service, implementing mobilization tasks; building combat villages and towns; organizing civil defense and performing other defense and military tasks at the commune level;"
c) Amending and supplementing Points a, b, and c of Clause 3 as follows:
"a) The relationship with: The Provincial Military Command Party Committee, the Regional Defense Headquarters Party Committee; the Political Department of the Provincial Military Command, the Political Department of the Regional Defense Headquarters is a relationship of obedience to leadership, guidance, and direction on party and political work in the implementation of local defense and military work;
b) The relationship with the Political Commissar and Chief Political Officer of the Provincial Military Command, the Political Commissar and Chief Political Officer of the Regional Defense Headquarters is a relationship of obedience to guidance and direction on party and political work in the implementation of local defense and military work;
c) The relationship with the commune-level Party Committee and administration and the Commune-level Military Party Branch is a relationship of obedience to leadership and guidance on party and political work in the implementation of defense and military tasks at the commune level;"
6. Amending Point d of Clause 3 of Article 8 as follows:
"d) The relationship with the commander of the Civil Defense Militia unit at the commune level and the Civil Defense Militia unit under provincial management is a relationship of cooperation and coordination in work;"
7. Amending and supplementing Clauses 3, 4, and 5 of Article 9.
a) Amending Clause 3 as follows:
"3. The relationship with the Military Region Command, provincial military agencies, the General Department of Military Services under central ministries and sectors, and the Military Service Command of superior vertical agencies is a relationship of compliance with guidance on defense and military work within their respective authorities."
b) Amend Clause 4 as follows:
"4. The relationship between the Military Service Command of agencies and organizations managed by the provincial level standing or operating in the commune area and the Military Service Command of the commune and related agencies and organizations is a relationship of coordination and cooperation in work."
c) Amending and supplementing Clause 5 as follows:
"5. The relationship between the Military Service Command of agencies and organizations managed by the commune level and the Military Service Command of the commune is a relationship of coordination and cooperation in work."
8. Amend and supplement Point c, d of Clause 3 of Article 10.
a) Amending and supplementing Point c as follows:
“c) The relationship with the Commander and Political Commissar of the provincial military agency, the Commander and Political Instructor of the Military Service Command of the commune is a relationship of being directed and commanded regarding defense and military work;"
b) Amend and supplement Point d as follows:
“d) The relationship with the Military Region Command, provincial military agencies, the Military Service Command of the commune where the Military Service Command of the agency or organization stands or operates, and the Military Service Command of central ministries and sectors, and the Military Service Command of vertical agencies under the sector's management is a relationship of compliance with leadership, direction, and guidance on defense and military work within their respective authorities;"
9. Amend and supplement Point c, d of Clause 3 of Article 11.
a) Amending and supplementing Point c as follows:
“c) The relationship with the Commander and Political Commissar of the provincial military agency, the Commander and Political Instructor of the Military Service Command of the commune is a relationship of being directed and commanded regarding defense and military work;"
b) Amend and supplement Point d as follows:
“d) The relationship with the party committee and local administration of the commune where the agency or organization stands or operates is a relationship of coordination and cooperation in work.”
10. Amend and supplement Point b of Clause 3 of Article 14 as follows:
“b) The relationship with the provincial military agency, the Military Service Command of the commune, and the Military Service Command of agencies and organizations under their respective levels of management is a relationship of compliance with direction, command, and administrative management on Civil Defense and Self-Protection work;"
11. Amend Point c of Clause 3 of Article 15 as follows:
“c) The relationship with the political department of the provincial military agency is a relationship of being directed and guided on party work and political work;"
Article 4. Amend and supplement some articles of Circular No. 24/2014/TT-BQP dated May 15, 2014, issued by the Minister of National Defense, stipulating the tasks and powers of agencies and units under the Ministry of National Defense, the Military Service Commands of central ministries and sectors on national defense education and security; training knowledge of national defense and security in the Vietnam People's Army.
1. Amend and supplement Clause 5 of Article 3 as follows:
“5. Ensure means and materials for national defense education and security (hereinafter referred to as ‘NDES’) for agencies, units, and military schools assigned the task of NDES; ensure weapons, technical equipment, specialized teaching devices, converted and rendered ineffective AK submachine guns (B41, medium machine gun), shooting range equipment serving the teaching and learning of the NDES subject, uniforms, and common materials for students and trainees studying at NDES training institutions across the country according to Point k of Clause 1 of Article 21 of Decision No. 10/2025/QĐ-TTg dated April 19, 2025.”
2. Amend and supplement Points đ, e, i of Clause 1 of Article 4.
a) Amend and supplement Point đ as follows:
“đ) Take the lead and coordinate with relevant agencies and organizations to build the work plan of the Central Council for NDES; ensure specialized teaching equipment, dedicated classrooms, specialized teaching devices, means, and material resources for NDES; design and ensure common uniforms and materials for students and trainees studying at NDES training institutions across the country; participate in designing uniforms for teachers, lecturers, and NDES managers;"
b) Amend and supplement Point e as follows:
“Coordinate with relevant agencies and organizations to compile reports to the General Staff to ensure weapons, military explosives, technical equipment, specialized teaching devices, converted and rendered ineffective AK submachine guns (B41, medium machine gun), shooting range equipment serving the teaching and learning of the NDES subject, uniforms, and common materials for students and trainees studying at NDES training institutions across the country.”
c) Amend Point i as follows:
“i) Take the lead and coordinate with relevant agencies and organizations to assist the General Staff and the Ministry of National Defense in building and implementing projects: Propaganda, dissemination, and training on the Law on National Defense Education and Security; application of information technology in managing NDES tasks; coordinate with relevant agencies and organizations to build model centers for NDES under higher education institutions;"
3. Amend and supplement Clause 2 of Article 4 as follows:
“2. The Training and School Administration Bureau
a) Take the lead and coordinate with relevant agencies and organizations to direct military schools to implement NDES; develop and guide standards, quotas, specifications for learning aids, drill grounds, shooting ranges, inspection rules consistent with the content and curriculum of NDES; participate in compiling, revising curricula, textbooks, teaching materials, and scientific research on NDES.
b) Take the lead and coordinate with relevant agencies and organizations to direct and guide military schools to jointly train teachers and lecturers in NDES, and to train and instruct teachers, lecturers, and NDES managers.”
4. Amend the name and opening paragraph of Article 7 and supplement Clause 4 of Article 7.
a) Amend the name of Article 7 as follows:
“Article 7. Logistics and Technical General Department”
b) Amend and supplement the opening paragraph of Article 7 as follows:
“Direct subordinate agencies to cooperate with the Militia and Self-Defense Forces Bureau, relevant agencies and organizations to participate in the following contents:"
c) Supplement Clause 4a after Clause 4 of Article 7 as follows:
“4a. Ensure technical support for weapons, military explosives, means, technical equipment, and specialized teaching devices serving NDES as prescribed by the competent authority.”
5. Amend and supplement Article 12
a) Amend and supplement Clause 1 as follows:
“1. Take the lead and coordinate with the Militia and Self-Defense Forces Bureau, relevant agencies and units, to direct and guide agencies and units to formulate investment plans and projects on NDES according to the Prime Minister’s decision approving the planning of the NDES system; prepare budgets, execute, and settle accounts for NDES funds, ensuring funding for approved projects.”
b) Amend and supplement Clause 2 as follows:
"2. Chair, review investment plans and projects for National Defense and Security Education (GDQPAN) according to the assigned level and submit them to the competent authority for approval; advise the Ministry of National Defense on the construction and development of GDQPAN centers under military schools; direct agencies and units to ensure funding for implementing regulations and policies for officers seconded to perform GDQPAN tasks as prescribed."
c) Supplement Clause 2a following Clause 2 of Article 12, as follows:
"2a. Participate in directing and guiding agencies and units to develop investment plans and projects for GDQPAN for plans and projects using part of the national defense budget; participate in reviewing investment plans and projects for GDQPAN within the assigned authority."
6. Amend and supplement Clause 3 of Article 14, as follows:
"3. Direct the Military Training Councils at military regions, provincial councils, district councils, agencies, and units within their jurisdiction to implement GDQPAN for students and trainees, conduct Basic National Defense and Security Training (BDKTQPAN) for specified groups, and disseminate knowledge of national defense and security to the entire population."
7. Amend Clause 4 of Article 16, as follows:
"4. Direct the Military Training Councils at districts, agencies, and units within their jurisdiction to implement GDQPAN for students and trainees, conduct BDKTQPAN for specified groups, and disseminate knowledge of national defense and security to the entire population."
8. Amend the opening paragraph of Article 18, as follows:
"Agencies and units under the Ministry of National Defense, in addition to performing the tasks stipulated in Articles 3, 4, 5, 6, 7, 9, 10, 12, 13, 14, 15, 16, and 17 of this Circular, must also perform the following tasks:"
9. Amend and supplement Clause 3 of Article 21, as follows:
"3. The Battalion Commander, the Chief of the Regional Defense Command, and equivalent positions decide to convene and organize BDKTQPAN for the subjects specified in Clause 3 of Article 20 of this Circular."
10. Amend and supplement Clause 2 of Article 24, as follows:
"2, Special Topic 6. Fundamental issues regarding the construction of provincial-level defense areas."
11. Repeal Clause 3 of Article 4, Article 8, and Article 11.
Article 5. Amend and supplement certain articles of Circular No. 75/2020/TT-BQP dated June 19, 2020, issued by the Minister of National Defense, concerning the application of disciplinary measures, procedures, time limits, deadlines, and authority for handling disciplinary cases against Self-Defense Militia members.
1. Amend Clause 5 of Article 35, as follows:
"5. The Chairman of the People's Committee at the commune level, the head of agencies and organizations: Discipline up to revocation of the title of Self-Defense Militia member upon the proposal of the Commune Military Commanding Officer, the Military Commanding Officer of the agency or organization, or the Village Militia Leader."
2. Amend and supplement Clause 7 of Article 35, as follows:
"7. The Chairman of the Provincial People's Committee disciplines demotion or removal from office for positions of commanding officers of commune-level military commands upon the proposal of the Provincial Military Commanding Officer."
3. Repeal Clause 6 of Article 35.
Article 6. Amend and supplement certain articles of Circular No. 172/2020/TT-BQP dated December 30, 2020, issued by the Minister of National Defense, concerning the program and content; framework training program for national defense and security knowledge.
1. Amend and supplement Special Topic 21 at Clause 2 Section II, as follows:
"Drill operation of some contents in the mechanism operation during village-level combat exercises in the defense area."
2. Amend and supplement Special Topic 20 at Clause 3 Section II, as follows:
"Drill operation of some contents in the mechanism operation during village-level combat exercises in the defense area."
3. Amend and supplement Clause 3 Section III, as follows:
"3. Supporting activities include: Drill operation of the mechanism during provincial-level defense area exercises and village-level combat exercises in the defense area; field visits and research."
Article 7. Amend and supplement some articles of Circular No. 25/2014/TT-BQP dated May 15, 2014, issued by the Minister of National Defense on the criteria for defense and security propaganda instructors.
1. Amend and supplement Article 2 as follows:
"Defense and security propaganda instructors are individuals who carry out the task of disseminating knowledge on defense and security to cadres and people at the grassroots level, recognized by the Chairman of the People's Committee of the commune."
2. Amend and supplement Clause 1 of Article 3 as follows:
"1. Cadres, civil servants, and those working non-professionally at the commune level; village chiefs, hamlet chiefs, ấp chiefs, bản chiefs, buôn chiefs, phum chiefs, sóc chiefs, neighborhood group chiefs (collectively referred to as village chiefs); heads of village-level mass organizations, village team leaders, self-defense militia platoon leaders."
3. Amend and supplement the opening paragraph of Article 6 as follows:
"The Chairman of the People's Committee of the commune decides to relieve defense and security propaganda instructors of their duties in the following cases:"
Article 8. Amend and supplement the titles of Special Topic No. 2 and No. 4 at Point b Clause 3 Section II of Circular No. 39/2014/TT-BQP dated June 3, 2014, issued by the Minister of National Defense on the framework program for defense and security education for students in state agencies, political organizations, and socio-political organizations, as follows:
"2. The Party leads, the State manages the defense and security affairs and defense and security work at the provincial and commune levels.
4. Building communes strong in all aspects, meeting the requirements of defense and security tasks in the new situation."
Article 9. Effective Date
This Circular takes effect from August 7, 2025./.
