Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

At the proposal of the Minister of Justice;

The Prime Minister issues this Decision to abolish certain regulatory legal documents issued by the Prime Minister.

This Circular takes effect from January 25, 2026.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Decision No. 734/TTg dated September 6, 1997 of the Prime Minister on the establishment of an organization to provide legal assistance to poor people and policy beneficiaries.

2. Decision No. 64/1998/QĐ-TTg dated March 21, 1998 of the Prime Minister on reducing the cost of purchasing housing for certain groups when buying state-owned housing.

3. Decision No. 153/1999/QĐ-TTg dated July 15, 1999 of the Prime Minister on certain policies to develop salt.

4. Decision No. 176/1999/QĐ-TTg dated August 26, 1999 of the Prime Minister on exempting import duties on raw materials.

Article 2. Repealing part of legal normative documents

Repeal Clause 1 of Directive number 17/2005/CT-TTg dated May 25, 2005, of the Prime Minister on rectifying negative activities in bars, karaoke restaurants, and dance clubs.

Article 3. Implementation Provisions

This Decision shall take effect from March 15, 2019.

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decision.
