Repealing certain regulatory legal documents issued by the Minister of Education and Training regarding higher education and vocational college education

Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Regulatory Legal Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 

On the basis of Law on Legislative Issuance of Legal Normative Documents dated June 22, 2015; Law Amending and Supplementing Certain Articles of the Law on Legislative Issuance of Legal Normative Documents dated June 18, 2020;

On the basis of The Minister of Education and Training issues this Circular to repeal certain regulatory legal documents issued by the Minister of Education and Training regarding higher education and vocational college education.Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Issuance of Legal Normative Documents;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Article 1. Repealing certain regulatory legal documents issued by the Minister of Education and Training regarding higher education

1. Circular No. 01/2009/TT-BGDĐT dated January 14, 2009 of the Minister of Education and Training on supplementing the specialty Theory and Teaching Methods of Political Education Department, code 62.14.10.09 to the field of Educational Science, code 62.14 in the List of Specialties for Postgraduate Training issued together with Decision No. 44/2002/QĐ-BGD&ĐT dated October 24, 2002 of the Minister of Education and Training.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

2. Circular No. 15/2011/TT-BGDĐT dated April 9, 2011 of the Minister of Education and Training amending and supplementing some articles of the Regulations on Admissions for Higher Education and College Programs in Part-time Mode issued together with Decision No. 62/2008/QĐ-BGDĐT dated November 25, 2008 of the Minister of Education and Training.

3. Decision No. 32/2008/QĐ-BGDĐT dated June 26, 2008 of the Minister of Education and Training on supplementing the specialty Theory and Teaching Methods of Industrial Technology Department, code 62.14.10.08 to the field of Educational Science, code 62.14 in the List of Specialties for Postgraduate Training issued together with Decision No. 44/2002/QĐ-BGD&ĐT dated October 24, 2002 of the Minister of Education and Training.

4. Decision No. 62/2008/QĐ-BGDĐT dated November 25, 2008 of the Minister of Education and Training promulgating the Regulations on Admissions for Higher Education and College Programs in Part-time Mode.

5. Circular No. 12/2018/TT-BGDĐT dated April 16, 2018 of the Minister of Education and Training promulgating the Regulations on Promotion of Rank Titles for Teaching Staff in Public Higher Education Institutions.

6. Circular No. 43/2011/TT-BGDĐT dated October 4, 2011 of the Minister of Education and Training amending and supplementing some articles of Circular No. 14/2009/TT-BGDĐT dated May 28, 2009 promulgating the Charter of Colleges and Decision No. 06/2008/QĐ-BGDĐT dated February 13, 2008 stipulating the training of associate degree and bachelor's degree programs in joint training mode.

7. Decision No. 54/2007/QĐ-BGDĐT dated September 21, 2007 of the Minister of Education and Training on supplementing the specialty Land Management to the group of Agriculture - Forestry - Fisheries, code 60.62 in the List of Specialties for Postgraduate Training issued together with Decision No. 44/2002/QĐ-BGD&ĐT dated October 24, 2002 of the Minister of Education and Training.

1. Circular No. 39/2014/TT-BGDĐT dated December 5, 2014 of the Minister of Education and Training promulgating the framework curriculum for vocational college education in the group of Archival - Recordkeeping - Museology.

8. Circular No. 34/2012/TT-BGDĐT dated September 26, 2012 of the Minister of Education and Training promulgating the Entrepreneurship Course Curriculum within the Vocational College Education Program.

9. Circular No. 10/2013/TT-BGDĐT dated March 28, 2013 of the Minister of Education and Training promulgating the Curriculum for Professional Pedagogical Training for Vocational College Teachers.

10. Decision No. 01/2008/QĐ-BGDĐT dated January 9, 2008 of the Minister of Education and Training promulgating the Regulations on Enhancing the Qualifications of Vocational College Teachers.

11. Circular No. 13/2014/TT-BGDĐT dated April 28, 2014 of the Minister of Education and Training amending and supplementing some articles of Circular No. 52/2011/TT-BGDĐT dated November 11, 2011 of the Minister of Education and Training stipulating the conditions, files, procedures for opening training majors, suspending admissions, and revoking decisions to open training majors at the level of vocational college education.

12. Decision No. 67/2007/QĐ-BGDĐT dated November 1, 2007 of the Minister of Education and Training promulgating the Regulations on Quality Standards for Vocational Colleges.

13. Circular No. 63/2008/TT-BGDĐT dated November 28, 2008 of the Minister of Education and Training guiding the procedures and formalities for converting private vocational colleges to private vocational colleges.

14. Circular No. 43/2010/TT-BGDĐT dated December 30, 2010, issued by the Minister of Education and Training, provides regulations on the compilation, selection, examination, approval, and use of textbooks for intermediate vocational training.

15. Circular No. 52/2011/TT-BGDĐT dated November 11, 2011, issued by the Minister of Education and Training, stipulates conditions, files, procedures for opening training programs, suspending admissions, and revoking decisions to open intermediate vocational training programs.

16. Circular No. 54/2011/TT-BGDĐT dated November 15, 2011, issued by the Minister of Education and Training, promulgates the Charter of Intermediate Vocational Schools.

17. Circular No. 08/2012/TT-BGDĐT dated March 5, 2012, issued by the Minister of Education and Training, establishes standards for pedagogical qualifications of intermediate vocational school teachers.

Article 3. Effectiveness

1. This Circular takes effect from February 15, 2022.

2. The Director of the Office, Heads of the Legal Department, heads of relevant units under the Ministry of Education and Training; directors of provincial education and training departments; directors of universities and academies; rectors of universities; rectors of teacher training colleges, and related organizations and individuals are responsible for implementing this Circular./.
