RESOLUTION
ON THE REORGANIZATION OF PROVINCES
OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Organization of Local Administration No. 65/2025/QH15;
WHEREAS the Government has proposed at Document No. 486/TTr-CP dated June 9, 2025, and the Legal Affairs and Justice Committee has reported on its review at Document No. 483/BC-UBPLTP15 dated June 10, 2025,
RESOLUTION:
Article 1. Reorganization of Provinces
1. Reorganize the entire natural area and population size of Ha Giang Province and Tuyen Quang Province into a new province named Tuyen Quang Province. After reorganization, Tuyen Quang Province will have a natural area of 13,795.50 km2 and a population size of 1,865,270 people.
Tuyen Quang Province borders Cao Bang Province, Lao Cai Province, Phu Tho Province, Thai Nguyen Province, and the People's Republic of China.
2. Reorganize the entire natural area and population size of Yen Bai Province and Lao Cai Province into a new province named Lao Cai Province. After reorganization, Lao Cai Province will have a natural area of 13,256.92 km2 and a population size of 1,778,785 people.
Lao Cai Province borders Lai Chau Province, Phu Tho Province, Son La Province, Tuyen Quang Province, and the People's Republic of China.
3. Reorganize the entire natural area and population size of Bac Kan Province and Thai Nguyen Province into a new province named Thai Nguyen Province. After reorganization, Thai Nguyen Province will have a natural area of 8,375.21 km2 and a population size of 1,799,489 people.
Thai Nguyen Province borders Bac Ninh Province, Cao Bang Province, Lang Son Province, Phu Tho Province, Tuyen Quang Province, and Hanoi City.
4. Reorganize the entire natural area and population size of Vinh Phuc Province, Hoa Binh Province, and Phu Tho Province into a new province named Phu Tho Province. After reorganization, Phu Tho Province will have a natural area of 9,361.38 km2 and a population size of 4,022,638 people.
Phu Tho Province borders Lao Cai Province, Ninh Binh Province, Son La Province, Thai Nguyen Province, Thanh Hoa Province, Tuyen Quang Province, and Hanoi City.
5. Reorganize the entire natural area and population size of Bac Giang Province and Bac Ninh Province into a new province named Bac Ninh Province. After reorganization, Bac Ninh Province will have a natural area of 4,718.60 km2 and a population size of 3,619,433 people.
Bac Ninh Province borders Hung Yen Province, Lang Son Province, Quang Ninh Province, Thai Nguyen Province, Hai Phong City, and Hanoi City.
6. Reorganize the entire natural area and population size of Thai Binh Province and Hung Yen Province into a new province named Hung Yen Province. After reorganization, Hung Yen Province will have a natural area of 2,514.81 km2 and a population size of 3,567,943 people.
Hung Yen Province borders Bac Ninh Province, Ninh Binh Province, Hanoi City, Hai Phong City, and the East Sea.
7. Reorganize the entire natural area and population size of Hai Phong City and Hai Duong Province into a new city named Hai Phong City. After reorganization, Hai Phong City will have a natural area of 3,194.72 km2 and a population size of 4,664,124 people.
Hai Phong City borders Bac Ninh Province, Hung Yen Province, Quang Ninh Province, and the East Sea.
8. Reorganize the entire natural area and population size of Ha Nam Province, Nam Dinh Province, and Ninh Binh Province into a new province named Ninh Binh Province. After reorganization, Ninh Binh Province will have a natural area of 3,942.62 km2 and a population size of 4,412,264 people.
Ninh Binh Province borders Hung Yen Province, Phu Tho Province, Thanh Hoa Province, Hanoi City, and the East Sea.
9. Reorganize the entire natural area and population size of Quang Binh Province and Quang Tri Province into a new province named Quang Tri Province. After reorganization, Quang Tri Province will have a natural area of 12,700 km2 and a population size of 1,870,845 people.
Quang Tri Province borders Ha Tinh Province, Hue City, the Lao People's Democratic Republic, and the East Sea.
10. Reorganize the entire natural area and population size of Da Nang City and Quang Nam Province into a new city named Da Nang City. After reorganization, Da Nang City will have a natural area of 11,859.59 km2 and a population size of 3,065,628 people.
Da Nang City borders Quang Ngai Province, Hue City, the Lao People's Democratic Republic, and the East Sea.
11. Reorganize the entire natural area and population size of Kon Tum Province and Quang Ngai Province into a new province named Quang Ngai Province. After reorganization, Quang Ngai Province will have a natural area of 14,832.55 km2 and a population size of 2,161,755 people.
Quang Ngai Province borders Gia Lai Province, Da Nang City, the Lao People's Democratic Republic, Cambodia, and the East Sea.
12. Reorganize the entire natural area and population size of Binh Dinh Province and Gia Lai Province into a new province named Gia Lai Province. After reorganization, Gia Lai Province will have a natural area of 21,576.53 km2 and a population size of 3,583,693 people.
Gia Lai Province borders Dak Lak Province, Quang Ngai Province, Cambodia, and the East Sea.
13. Reorganize the entire natural area and population size of Ninh Thuan Province and Khanh Hoa Province into a new province named Khanh Hoa Province. After reorganization, Khanh Hoa Province will have a natural area of 8,555.86 km2 and a population size of 2,243,554 people.
Khanh Hoa Province borders Dak Lak Province, Lam Dong Province, and the East Sea.
14. Reorganize the entire natural area and population size of Dak Nong Province, Binh Thuan Province, and Lam Dong Province into a new province named Lam Dong Province. After reorganization, Lam Dong Province will have a natural area of 24,233.07 km2 and a population size of 3,872,999 people.
Lam Dong Province borders Dak Lak Province, Dong Nai Province, Khanh Hoa Province, Ho Chi Minh City, Cambodia, and the East Sea.
15. Reorganize the entire natural area and population size of Phu Yen Province and Dak Lak Province into a new province named Dak Lak Province. After reorganization, Dak Lak Province will have a natural area of 18,096.40 km2 and a population size of 3,346,853 people.
Dak Lak Province borders Gia Lai Province, Khanh Hoa Province, Lam Dong Province, Cambodia, and the East Sea.
16. Reorganize the entire natural area and population scale of Ho Chi Minh City, Ba Ria-Vung Tau Province, and Binh Duong Province into a new city named Ho Chi Minh City. After reorganization, Ho Chi Minh City will have a natural area of 6,772.59 square kilometers and a population scale of 14,002,598 people.
Ho Chi Minh City borders Dong Nai Province, Dong Thap Province, Lam Dong Province, Tay Ninh Province, and the East Sea.
17. Reorganize the entire natural area and population scale of Binh Phuoc Province and Dong Nai Province into a new province named Dong Nai Province. After reorganization, Dong Nai Province will have a natural area of 12,737.18 square kilometers and a population scale of 4,491,408 people.
Dong Nai Province borders Lam Dong Province, Tay Ninh Province, Ho Chi Minh City, and the Kingdom of Cambodia.
18. Reorganize the entire natural area and population scale of Long An Province and Tay Ninh Province into a new province named Tay Ninh Province. After reorganization, Tay Ninh Province will have a natural area of 8,536.44 square kilometers and a population scale of 3,254,170 people.
Tay Ninh Province borders Dong Nai Province, Dong Thap Province, Ho Chi Minh City, and the Kingdom of Cambodia.
19. Reorganize the entire natural area and population scale of Can Tho City, Soc Trang Province, and Hau Giang Province into a new city named Can Tho City. After reorganization, Can Tho City will have a natural area of 6,360.83 square kilometers and a population scale of 4,199,824 people.
Can Tho City borders An Giang Province, Dong Thap Province, Ca Mau Province, Vinh Long Province, and the East Sea.
20. Reorganize the entire natural area and population scale of Ben Tre Province, Tra Vinh Province, and Vinh Long Province into a new province named Vinh Long Province. After reorganization, Vinh Long Province will have a natural area of 6,296.20 square kilometers and a population scale of 4,257,581 people.
Vinh Long Province borders Dong Thap Province, Can Tho City, and the East Sea.
21. Reorganize the entire natural area and population scale of Tien Giang Province and Dong Thap Province into a new province named Dong Thap Province. After reorganization, Dong Thap Province will have a natural area of 5,938.64 square kilometers and a population scale of 4,370,046 people.
Dong Thap Province borders An Giang Province, Tay Ninh Province, Vinh Long Province, Can Tho City, Ho Chi Minh City, the Kingdom of Cambodia, and the East Sea.
22. Reorganize the entire natural area and population scale of Bac Lieu Province and Ca Mau Province into a new province named Ca Mau Province. After reorganization, Ca Mau Province will have a natural area of 7,942.39 square kilometers and a population scale of 2,606,672 people.
Ca Mau Province borders An Giang Province, Can Tho City, and the East Sea.
23. Reorganize the entire natural area and population scale of Kien Giang Province and An Giang Province into a new province named An Giang Province. After reorganization, An Giang Province will have a natural area of 9,888.91 square kilometers and a population scale of 4,952,238 people.
An Giang Province borders Ca Mau Province, Dong Thap Province, Can Tho City, the Kingdom of Cambodia, and the East Sea.
24. After reorganization, the country will have 34 provincial-level administrative units, including 28 provinces and 06 cities; among which, 19 provinces and 04 cities are formed after the reorganization specified in this Article, and 11 provinces and cities that do not implement reorganization are the provinces: Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La, and the cities: Hanoi and Hue.
Article 2. Effective Date
This Resolution takes effect from the date it is adopted.
2. Relevant agencies shall promptly carry out necessary preparatory work to ensure that local authorities in the newly formed provinces and cities as stipulated in Article 1 of this Resolution officially commence operations from July 1, 2025.
3. Local authorities in the provinces and cities before reorganization shall continue to operate until the local authorities in the newly formed provinces and cities officially commence operations.
Article 3. Implementation Organization
1. The Government, People's Councils, People's Committees of the newly formed provinces and cities as stipulated in Article 1 of this Resolution, and related agencies and organizations shall be responsible for implementing this Resolution; reorganizing and improving the organizational structure of agencies and organizations at the local level; supporting and promptly resolving difficulties and issues faced by officials, civil servants, public employees, and workers affected by the implementation of reorganization; ensuring social welfare, rights, and legitimate interests of citizens, businesses, and requirements for economic and social development, national defense, and security in the region.
2. The Government shall be responsible for organizing the accurate determination of natural areas and boundary limits on administrative boundary maps and on-site. In cases where the data on natural areas of administrative units differ from the data recorded in this Resolution after on-site review and comparison, the Government shall update and adjust the information and publicly announce it through appropriate means without having to report back to the National Assembly.
3. The Government and central ministries and sectors shall be responsible for guiding and promptly addressing issues arising during the reorganization of provincial-level administrative units and improving the organizational structure of local government bodies at all levels to implement the two-tier local government model.
4. The Standing Committee of the National Assembly, the Ethnic Council, the Committees of the National Assembly, Delegations of the National Assembly, and National Assembly deputies within their respective duties and powers shall be responsible for supervising the implementation of this Resolution.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the 9th session, on June 12, 2025.
