CIRCULAR

Regulating codes, appointment of positions and salary ranking for teachers in public education institutions

BASED ON THE TEACHERS' LAW No. 73/2025/QH15;

BASED ON DECREE No. 204/2004/NĐ-CP dated December 14, 2004 OF THE GOVERNMENT ON SALARY SYSTEM FOR CIVIL SERVANTS, PUBLIC WORKERS AND MILITARY PERSONNEL; DECREE No. 117/2016/NĐ-CP dated July 21, 2016 OF THE GOVERNMENT AMENDING AND SUPPLEMENTING SOME ARTICLES OF DECREE No. 204/2004/NĐ-CP;

BASED ON DECREE No. 93/2026/NĐ-CP dated March 31, 2026 OF THE GOVERNMENT REGULATING SPECIFIC PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF SOME ARTICLES OF THE TEACHERS' LAW;

BASED ON DECREE No. 37/2025/NĐ-CP dated February 26, 2025 OF THE GOVERNMENT REGULATING FUNCTION, MISSION, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION AND TRAINING;

ACCORDING TO THE RECOMMENDATION OF THE DIRECTOR OF THE TEACHERS' AND EDUCATION MANAGEMENT COUNCIL;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR REGULATING CODES, APPOINTMENT OF POSITIONS AND SALARY RANKING FOR TEACHERS IN PUBLIC EDUCATION INSTITUTIONS.

CHAPTER I

GENERAL PROVISIONS

Article 1. Scope of application and applicable subjects

1. This Circular regulates codes, appointment of positions and salary ranking for teachers in public education institutions under the national education system.

2. This Circular applies to teachers in public education institutions under the national education system and relevant organizations and individuals.

3. This Circular does not apply to teachers in educational institutions under the management authority of the Ministry of National Defense or the Ministry of Public Security.

Article 2. Codes for teacher positions in public education institutions

1. Preschool teacher

a) Level III - Code V.07.02.26;

b) Level II - Code V.07.02.25;

c) Level I - Code V.07.02.24.

2. Primary school teacher

a) Level III - Code V.07.03.29;

b) Level II - Code V.07.03.28;

c) Level I - Code V.07.03.27.

3. Junior high school teacher

a) Level III - Code V.07.04.32;

b) Level II - Code V.07.04.31;

c) Level I - Code V.07.04.30.

4. Senior high school teacher

a) Level III - Code V.07.05.15;

b) Level II - Code V.07.05.14;

c) Level I - Code V.07.05.13.

5. Pre-university teacher

a) Level III - Code V.07.07.19;

b) Level II - Code V.07.07.18;

c) Level I - Code V.07.07.17.

6. Secondary school teacher

a) Level III - Code V.09.02.09;

b) Level II - Code V.09.02.10;

c) Level I - Code V.09.02.11.

7. Vocational school teacher

a) Level III - Code V.09.02.07;

b) Level II - Code V.09.02.06;

c) Level I - Code V.09.02.05.

8. College lecturer

a) Lecturer - Code V.09.02.03;

b) Senior Lecturer - Code V.09.02.02;

c) Associate Professor - Code V.09.02.01.

9. University lecturer

a) Lecturer - Code V.07.01.03;

b) Senior Lecturer - Code V.07.01.02;

c) Associate Professor - Code V.07.01.01.

Article 3. Principles for appointment of positions and salary ranking for teachers in public education institutions

1. A teacher must meet the professional standards of the position to be appointed.

2. A teacher appointed to a position shall be ranked with a corresponding salary.

2. Teachers shall be appointed to a position corresponding to which they will be remunerated accordingly.

Article 4. Salary Grading for Teachers in Public Educational Institutions

The salary grading for teaching positions is carried out according to the rank and position as specified in this Circular and the guidance provided by Circular No. 02/2007/TT-BNV on salary grading when upgrading, transferring, or changing civil servant or public officer positions, as well as current legal provisions.

When implementing the new salary policy, the transition to a new salary is carried out in accordance with the Government's regulations.

Article 5. Cases for Appointment of Teaching Positions and Salary Grading for Teachers in Public Educational Institutions

1. Teachers are recruited and received according to the provisions of the Law on Teachers and other relevant legal provisions.

2. Teachers have their teaching positions changed according to the provisions of the Law on Teachers and other relevant legal provisions.

Chapter II

APPOINTMENT OF TEACHING POSITIONS AND SALARY GRADING FOR TEACHERS IN PUBLIC EDUCATIONAL INSTITUTIONS

Article 6. Appointment of Teaching Positions and Salary Grading for Preschool Teachers

1. Civil servants appointed to the preschool teacher positions specified in Clause 1, Article 2 of this Circular shall be subject to the corresponding salary scale issued with Decree No. 204/2004/NĐ-CP on remuneration for civil servants, public officers, and military personnel, as follows:

a) Rank III - Code V.07.02.26, shall be subject to the salary coefficient of category A0 civil servants from 2.10 to 4.89;

b) Rank II - Code V.07.02.25, shall be subject to the salary coefficient of category A1 civil servants from 2.34 to 4.98;

c) Rank I - Code V.07.02.24, shall be subject to the salary coefficient of category A2, group A2.2 civil servants from 4.00 to 6.38.

2. Civil servants who have been appointed to preschool teacher positions according to the regulations of the Minister of Education and Training are appointed to corresponding teaching positions in accordance with the provisions at Clause 1, Article 2 of this Circular as follows:

a) Appointment to Rank III - Code V.07.02.26 for preschool teachers ranked III - Code V.07.02.26 and shall be subject to the salary coefficient of category A0 civil servants from 2.10 to 4.89;

b) Appointment to Rank II - Code V.07.02.25 for preschool teachers ranked II - Code V.07.02.25 and shall be subject to the salary coefficient of category A1 civil servants from 2.34 to 4.98;

c) Appointment to Rank I - Code V.07.02.24 for preschool teachers ranked I - Code V.07.02.24 and shall be subject to the salary coefficient of category A2, group A2.2 civil servants from 4.00 to 6.38.

Article 7. Appointment of Teaching Positions and Salary Grading for Primary School Teachers

1. Civil servants appointed to primary school teacher positions specified in Clause 2, Article 2 of this Circular shall be subject to the corresponding salary scale issued with Decree No. 204/2004/NĐ-CP, as follows:

a) Rank III - Code V.07.03.29, shall be subject to the salary coefficient of category A1 civil servants from 2.34 to 4.98;

b) Rank II - Code V.07.03.28, shall be subject to the salary coefficient of category A2, group A2.2 civil servants from 4.00 to 6.38;

c) Rank I - Code V.07.03.27, shall be subject to the salary coefficient of category A2, group A2.1 civil servants from 4.40 to 6.78.

2. Civil servants who have been appointed to primary school teacher positions according to the regulations of the Minister of Education and Training are appointed to corresponding teaching positions in accordance with the provisions at Clause 2, Article 2 of this Circular as follows:

a) Appointment to Rank III - Code V.07.03.29 for primary school teachers ranked III - Code V.07.03.29 and shall be subject to the salary coefficient of category A1 civil servants from 2.34 to 4.98;

b) Appointment to Rank II - Code V.07.03.28 for primary school teachers ranked II - Code V.07.03.28 and shall be subject to the salary coefficient of category A2, group A2.2 civil servants from 4.00 to 6.38;

c) Appointment to Rank I - Code V.07.03.27 for primary school teachers ranked I - Code V.07.03.27 and shall be subject to the salary coefficient of category A2, group A2.1 civil servants from 4.40 to 6.78.

Article 8. Appointment of Positions and Salary Scheduling for Primary Secondary School Teachers

1. The civil servant appointed to the position of primary secondary school teacher as specified in Clause 3 of this Circular shall be subject to the corresponding salary table issued with Decree No. 204/2004/NĐ-CP, specifically as follows:

a) Grade III - Code V.07.04.32, applying the salary coefficient for civil servants of type A1 from coefficient 2.34 to coefficient 4.98;

b) Grade II - Code V.07.04.31, applying the salary coefficient for civil servants of type A2, group A2.2 from coefficient 4.00 to coefficient 6.38;

c) Grade I - Code V.07.04.30, applying the salary coefficient for civil servants of type A2, group A2.1 from coefficient 4.40 to coefficient 6.78.

2. Civil servants who have been appointed to various grades of teaching profession positions in primary secondary schools as stipulated by the Minister of Education and Training shall be appointed corresponding positions according to the provisions at Clause 3 of this Circular, specifically as follows:

a) Appointment of Grade III - Code V.07.04.32 for primary secondary school teachers with Grade III - Code V.07.04.32 and applying the salary coefficient for civil servants of type A1 from coefficient 2.34 to coefficient 4.98;

b) Appointment of Grade II - Code V.07.04.31 for primary secondary school teachers with Grade II - Code V.07.04.31 and applying the salary coefficient for civil servants of type A2, group A2.2 from coefficient 4.00 to coefficient 6.38;

c) Appointment of Grade I - Code V.07.04.30 for primary secondary school teachers with Grade I - Code V.07.04.30 and applying the salary coefficient for civil servants of type A2, group A2.1 from coefficient 4.40 to coefficient 6.78.

Article 9. Appointment of Positions and Salary Scheduling for Secondary School Teachers

1. The civil servant appointed to the position of secondary school teacher as specified in Clause 4 of this Circular shall be subject to the corresponding salary table issued with Decree No. 204/2004/NĐ-CP, specifically as follows:

a) Grade III - Code V.07.05.15, applying the salary coefficient for civil servants of type A1 from coefficient 2.34 to coefficient 4.98;

b) Grade II - Code V.07.05.14, applying the salary coefficient for civil servants of type A2, group A2.2 from coefficient 4.00 to coefficient 6.38;

c) Grade I - Code V.07.05.13, applying the salary coefficient for civil servants of type A2, group A2.1 from coefficient 4.40 to coefficient 6.78.

2. Civil servants who have been appointed to various grades of teaching profession positions in secondary schools as stipulated by the Minister of Education and Training shall be appointed corresponding positions according to the provisions at Clause 4 of this Circular, specifically as follows:

a) Appointment of Grade III - Code V.07.05.15 for secondary school teachers with Grade III - Code V.07.05.15 and applying the salary coefficient for civil servants of type A1 from coefficient 2.34 to coefficient 4.98;

b) Appointment of Grade II - Code V.07.05.14 for secondary school teachers with Grade II - Code V.07.05.14 and applying the salary coefficient for civil servants of type A2, group A2.2 from coefficient 4.00 to coefficient 6.38;

c) Appointment of Grade I - Code V.07.05.13 for secondary school teachers with Grade I - Code V.07.05.13 and applying the salary coefficient for civil servants of type A2, group A2.1 from coefficient 4.40 to coefficient 6.78.

Article 10. Appointment of Academic Rank and Salary for Pre-University Teachers

1. The civil servant appointed to the academic rank of pre-university teacher as specified in Clause 5 of Paragraph 2 of this Decree shall be subject to the corresponding salary scale issued together with Decree No. 204/2004/NĐ-CP, specifically as follows:

a) Level III - Code V.07.07.19, shall apply the salary coefficient for civil servants of type A1 from salary coefficient 2.34 to salary coefficient 4.98;

b) Level II - Code V.07.07.18, shall apply the salary coefficient for civil servants of type A2, group A2.2 from salary coefficient 4.00 to salary coefficient 6.38;

c) Level I - Code V.07.07.17, shall apply the salary coefficient for civil servants of type A2, group A2.1 from salary coefficient 4.40 to salary coefficient 6.78.

2. Civil servants who have been appointed to various levels of academic ranks in pre-university teachers as stipulated by the Minister of Education and Training shall be appointed corresponding ranks according to the provisions at Clause 5 of Paragraph 2 of this Decree, specifically as follows:

a) Appointment of Level III - Code V.07.07.19 for pre-university teacher Level III - Code V.07.07.19 and shall apply the salary coefficient for civil servants of type A1 from salary coefficient 2.34 to salary coefficient 4.98;

b) Appointment of Level II - Code V.07.07.18 for pre-university teacher Level II - Code V.07.07.18 and shall apply the salary coefficient for civil servants of type A2, group A2.2 from salary coefficient 4.00 to salary coefficient 6.38;

c) Appointment of Level I - Code V.07.07.17 for pre-university teacher Level I - Code V.07.07.17 and shall apply the salary coefficient for civil servants of type A2, group A2.1 from salary coefficient 4.40 to salary coefficient 6.78.

Article 11. Appointment of Academic Rank and Salary for Primary Teachers

1. The civil servant appointed to the academic rank of primary teacher as specified in Clause 6 of Paragraph 2 of this Decree shall be subject to the corresponding salary scale issued together with Decree No. 204/2004/NĐ-CP, specifically as follows:

a) Level III - Code V.09.02.09, shall apply the salary coefficient for civil servants of type B from salary coefficient 1.86 to salary coefficient 4.06;

b) Level II - Code V.09.02.10, shall apply the salary coefficient for civil servants of type A1 from salary coefficient 2.34 to salary coefficient 4.98;

c) Level I - Code V.09.02.11, shall apply the salary coefficient for civil servants of type A2, group A2.2 from salary coefficient 4.00 to salary coefficient 6.38.

2. Civil servants who have been appointed to various levels of professional staff ranks in vocational education as stipulated by the Minister of Labour, Invalids and Social Affairs shall be appointed corresponding ranks according to the provisions at Clause 6 of Paragraph 2 of this Decree, specifically as follows:

Appointment of Level III - Code V.09.02.09 for primary teacher (Level IV) - Code V.09.02.09 and shall apply the salary coefficient for civil servants of type B from salary coefficient 1.86 to salary coefficient 4.06;

Article 12. Appointment of Academic Rank and Salary for Secondary Teachers

1. The civil servant appointed to the academic rank of secondary teacher as specified in Clause 7 of Paragraph 2 of this Decree shall be subject to the corresponding salary scale issued together with Decree No. 204/2004/NĐ-CP, specifically as follows:

a) Level III - Code V.09.02.07, shall apply the salary coefficient for civil servants of type A0 from salary coefficient 2.10 to salary coefficient 4.89 for civil servants with vocational education; or shall apply the salary coefficient for civil servants of type A1 from salary coefficient 2.34 to salary coefficient 4.98 for civil servants with higher education and above;

b) Level II - Code V.09.02.06, shall apply the salary coefficient for civil servants of type A2, group A2.1 from salary coefficient 4.40 to salary coefficient 6.78;

c) Level I - Code: V.09.02.05, shall apply the salary coefficient for civil servants of type A3, group A3.2 from salary coefficient 5.75 to salary coefficient 7.55.

2. Civil servants who have been appointed to various levels of professional staff ranks in vocational education as stipulated by the Minister of Labour, Invalids and Social Affairs shall be appointed corresponding ranks according to the provisions at Clause 7 of Paragraph 2 of this Decree, specifically as follows:

a) Appointment of Level III - Code V.09.02.07 for practical vocational education teacher (Level III) - Code V.09.02.08 and shall apply the salary coefficient for civil servants of type A0 from salary coefficient 2.10 to salary coefficient 4.89; or practical vocational education teacher (Level III) - Code V.09.02.07 and shall apply the salary coefficient for civil servants of type A1 from salary coefficient 2.34 to salary coefficient 4.98;

b) Appointment of Level II - Code V.09.02.06 for vocational education teacher (Level II) - Code V.09.02.06 and shall apply the salary coefficient for civil servants of type A2, group A2.1 from salary coefficient 4.40 to salary coefficient 6.78;

c) Appointment of Level I - Code V.09.02.05 for senior vocational education teacher (Level I) - Code V.09.02.05 and shall apply the salary coefficient for civil servants of type A3, group A3.2 from salary coefficient 5.75 to salary coefficient 7.55.

Article 13. Appointment of Positions and Salary Scales for College Instructors

1. Employees appointed to the college instructor positions specified in Clause 8, Paragraph 2 of this Decree shall apply the corresponding salary scale as issued with Decision No. 204/2004/NĐ-CP, specifically as follows:

a) Instructor - Code: V.09.02.03, applying the salary coefficient for category A0 employees from salary coefficient 2.10 to 4.89 for employees with college education; or applying the salary coefficient for category A1 employees from salary coefficient 2.34 to 4.98 for employees with higher than college education;

b) Senior Instructor - Code: V.09.02.02, applying the salary coefficient for category A2 employees in group A2.1 from salary coefficient 4.40 to 6.78;

c) Professor - Code: V.09.02.01, applying the salary coefficient for category A3 employees in group A3.1 from salary coefficient 6.20 to 8.00.

2. Employees who have been appointed to the professional staff positions in vocational education or senior college instructor positions as specified by the Minister of Labour, Invalids and Social Affairs or senior college instructors as specified by the Minister of Education and Training shall be appointed to corresponding positions according to Clause 8, Paragraph 2 of this Decree as follows:

a) Appointment of Instructor - Code V.09.02.03 for vocational education practical instructors (Level III) - Code V.09.02.04 and applying the salary coefficient for category A0 employees from salary coefficient 2.10 to 4.89; or for vocational education theoretical instructors (Level III) - Code V.09.02.03 or senior college instructors (Level III) - Code V.07.08.22 and applying the salary coefficient for category A1 employees from salary coefficient 2.34 to 4.98;

b) Appointment of Senior Instructor - Code V.09.02.02 for vocational education senior instructors (Level II) - Code V.09.02.02 or senior college instructors (Level II) - Code V.07.08.21 and applying the salary coefficient for category A2 employees in group A2.1 from salary coefficient 4.40 to 6.78;

c) Appointment of Professor - Code V.09.02.01 for vocational education senior professors (Level I) - Code V.09.02.01 or senior college instructors (Level I) - Code V.07.08.20 and applying the salary coefficient for category A3 employees in group A3.1 from salary coefficient 6.20 to 8.00.

Article 14. Appointment of Positions and Salary Scales for University Instructors

1. Employees appointed to the university instructor positions specified in Clause 9, Paragraph 2 of this Decree shall apply the corresponding salary scale as issued with Decision No. 204/2004/NĐ-CP, specifically as follows:

a) Instructor - Code: V.07.01.03 applying the salary coefficient for category A1 employees from salary coefficient 2.34 to 4.98;

b) Senior Instructor - Code: V.07.01.02 applying the salary coefficient for category A2 employees in group A2.1 from salary coefficient 4.40 to 6.78;

c) Professor - Code: V.07.01.01 applying the salary coefficient for category A3 employees in group A3.1 from salary coefficient 6.20 to 8.00.

2. Employees who have been appointed to the teaching staff positions as instructors according to the regulations of the Minister of Education and Training shall be appointed to corresponding positions according to Clause 9, Paragraph 2 of this Decree as follows:

a) Appointment of Instructor - Code V.07.01.03 for instructors (Level III) - Code V.07.01.03 and applying the salary coefficient for category A1 employees from salary coefficient 2.34 to 4.98;

b) Appointment of Senior Instructor - Code V.07.01.02 for senior instructors (Level II) - Code V.07.01.02 and applying the salary coefficient for category A2 employees in group A2.1 from salary coefficient 4.40 to 6.78;

c) Appointment of Professor - Code V.07.01.01 for senior professors (Level I) - Code V.07.01.01 and applying the salary coefficient for category A3 employees in group A3.1 from salary coefficient 6.20 to 8.00.

3. The appointment and salary grading of teaching staff with professor or associate professor titles shall be carried out according to the guidelines set forth in Decree No. 93/2026/NĐ-CP, which details and guides the implementation of certain provisions of the Law on Teachers and related legal provisions.

Chapter III

ORGANIZATION OF IMPLEMENTATION

Article 15. Transitional Provisions

1. For preschool teachers:

a) Preschool teachers who have not met the training standards specified in the Preschool Teacher Professional Standards issued by the Minister of Education and Training may continue to hold their current preschool teacher position, code number, and salary coefficient until they meet the training and enhancement requirements set forth in the Preschool Teacher Professional Standards, at which point they shall be appointed as a corresponding preschool teacher position in accordance with this Circular.

b) Preschool teachers who have not met the prescribed training standards under Article 28 of the Law on Teachers No. 73/2025/QH15 but are not subject to the provisions of Decree No. 71/2020/NĐ-CP regarding the implementation schedule for raising the training standards of preschool, primary, and lower secondary school teachers may continue to hold their current preschool teacher position, code number, and salary coefficient until retirement.

2. For primary school teachers:

a) Primary school teachers who have not met the training standards specified in the Primary School Teacher Professional Standards issued by the Minister of Education and Training may continue to hold their current primary school teacher position, code number, and salary coefficient until they meet the training and enhancement requirements set forth in the Primary School Teacher Professional Standards, at which point they shall be appointed as a corresponding primary school teacher position in accordance with this Circular.

b) In cases where primary school teachers have not met the prescribed training standards under Article 28 of the Law on Teachers No. 73/2025/QH15 but are not subject to the provisions of Decree No. 71/2020/NĐ-CP regarding the implementation schedule for raising the training standards of preschool, primary, and lower secondary school teachers, they may continue to hold their current primary school teacher position, code number, and salary coefficient until retirement.

3. For middle school teachers:

a) Middle school teachers who have not met the training standards specified in the Middle School Teacher Professional Standards issued by the Minister of Education and Training may continue to hold their current middle school teacher position, code number, and salary coefficient until they meet the training and enhancement requirements set forth in the Middle School Teacher Professional Standards, at which point they shall be appointed as a corresponding middle school teacher position in accordance with this Circular.

b) In cases where middle school teachers have not met the prescribed training standards under Article 28 of the Law on Teachers No. 73/2025/QH15 but are not subject to the provisions of Decree No. 71/2020/NĐ-CP regarding the implementation schedule for raising the training standards of preschool, primary, and lower secondary school teachers, they may continue to hold their current middle school teacher position, code number, and salary coefficient until retirement.

4. For college lecturers, middle-level vocational teachers, and elementary-level vocational teachers:

College lecturers, middle-level vocational teachers, and elementary-level vocational teachers who have not met the training standards specified in the Professional Standards for College Lecturer, Middle-Level Vocational Teacher, and Elementary-Level Vocational Teacher issued by the Minister of Education and Training may continue to hold their current college lecturer, middle-level vocational teacher, or elementary-level vocational teacher position, code number, and salary coefficient until they meet the training and enhancement requirements set forth in the Professional Standards for College Lecturer, Middle-Level Vocational Teacher, and Elementary-Level Vocational Teacher, at which point they shall be appointed as a corresponding position and ranked according to this Circular.

5. For assistant lecturer positions in higher education institutions:

a) Staff members who have been appointed to the assistant lecturer position in accordance with the provisions of the Minister of Education and Training before March 31, 2026, if they meet the standards for college teacher (level III), code number V.07.01.03, may be reassigned as a corresponding college teacher position, code number V.07.01.03, based on their job position, duties, and by the head of the higher education institution. In cases where they do not meet the standards for college teacher, code number V.07.01.03, they may continue to hold their current assistant lecturer position, code number, and salary coefficient until further guidance is issued.

b) Cases where recruitment, reception, or change in job position into an assistant lecturer position under a plan or program approved by the competent authority before June 30, 2026, shall be implemented in accordance with paragraph 1 of Article 25 of Decree No. 93/2026/NĐ-CP on detailed implementation and guidance for certain provisions of the Law on Teachers; they may continue to hold their current assistant lecturer position, code number, and salary coefficient until further guidance is issued.

Article 16. Implementation

1. This Circular serves as the basis for appointing positions, grading, and managing teachers in public educational institutions within the national education system. Private and private sector educational institutions within the national education system may apply the provisions of this Circular to appoint positions, grade, and manage the teaching staff at their institution.

2. The heads of public educational institutions directly manage and utilize teachers with the responsibility of reviewing job positions in their unit; decide or submit for approval by competent authorities the appointment of positions and grading according to delegated authority.

Article 17. Effectiveness and Enforcement Responsibility

1. This Circular takes effect from April 14, 2026.

2. Paragraphs 2, 6, 7, 8, and 9 of Circular No. 01/2021/TT-BGDĐT provide codes, professional position standards, and appointment and grading for teaching staff in public kindergartens; paragraphs 2, 6, 7, 8, and 9 of Circular No. 02/2021/TT-BGDĐT provide codes, professional position standards, and appointment and grading for teaching staff in public primary schools; paragraphs 2, 6, 7, 8, and 9 of Circular No. 03/2021/TT-BGDĐT provide codes, professional position standards, and appointment and grading for teaching staff in public middle schools; paragraphs 2, 6, 7, 8, and 9 of Circular No. 04/2021/TT-BGDĐT provide codes, professional position standards, and appointment and grading for teaching staff in public secondary schools; paragraphs 2, 7, 8, 9, and 10 of Circular No. 22/2023/TT-BGDĐT provide codes, professional position standards, and appointment and grading for university preparatory school teachers; paragraphs 2, 14, 15, and 20 of Circular No. 07/2023/TT-BLĐTBXH provide codes, professional position standards, and grading, promotion of professional positions for vocational education staff; clauses 2, 3, 4, and 5 of paragraph 1 of Circular No. 10/2024/TT-BLĐTBXH amend and supplement certain provisions of Circular No. 07/2023/TT-BLĐTBXH; clauses 9 of paragraph 1, clauses 7 and 8 of paragraph 2, clauses 8 and 9 of paragraph 3 of Circular No. 08/2023/TT-BGDĐT amend and supplement certain provisions of Circular No. 01/2021/TT-BGDĐT, Circular No. 02/2021/TT-BGDĐT, Circular No. 03/2021/TT-BGDĐT, Circular No. 04/2021/TT-BGDĐT; paragraphs 2, 7, 8, and 9 of Circular No. 35/2020/TT-BGDĐT provide codes, professional position standards, appointment, and grading for teaching staff in public higher normal schools; paragraphs 2, 8, 9, and 10 of Circular No. 40/2020/TT-BGDĐT provide codes, professional position standards, appointment, and grading for teaching staff in public higher education institutions cease to be effective from the date this Circular takes effect.

3. The Deputy Director of the Office, Director of the Department of Teacher and Educational Staff Management, Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and municipalities directly under the Central Government; Directors of Departments of Education and Training are responsible for enforcing this Circular.

4. In case the referenced documents in this Circular are amended, supplemented, or replaced, enforcement shall be carried out according to the new documents.

5. Should any difficulties arise during implementation, please report to the Ministry of Education and Training for consideration and resolution./.
