ENCOURAGEMENT AND REWARD
Based on the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the National Assembly, tenth session;
This Law stipulates encouragement and reward.
PART I
GENERAL PROVISIONS
Article 1
This Law stipulates objects, scope vi, principles, forms, criteria, authority and procedures, formalities for encouragement and reward.
Article 2
This Law applies to individuals, groups of Vietnamese people, Vietnamese people abroad, and individuals, groups of foreign nationals.
Article 3
In this Law, the following terms are understood as follows:
1. Competition is an organized activity with voluntary participation of individuals and groups aimed at striving to achieve the best results in national construction and defense.
2. Awards is the act of recognizing, praising, honoring achievements and encouraging with material benefits for individuals and groups with achievements in national construction and defense.
3. OF THE SUPERIOR AGENCY/UNIT is a form of recognizing, praising, and honoring individuals and groups with achievements in the movement of encouragement.
Article 4
The State implements rewards through summarizing achievements in various revolutionary stages; regular and extraordinary rewards; rewards according to for years of service and international rewards.
Article 5
The goal of encouragement is to create motivation to mobilize, attract, and encourage every individual and group to promote patriotic traditions, dynamism, creativity, and strive to fulfill tasks assigned for the goals of a prosperous people, a strong country, a fair, democratic, and civilized society.
Article 6
1. Principles of encouragement include:
a) Voluntary, self-awareness, transparency;
b) Unity, cooperation, and joint development.
2. Principles of reward include:
a) Accurate, public, fair, timely;
b) A reward form can be given multiple times to one recipient;
c) Ensuring consistency between the nature, form, and recipient of the reward;
d) Combining spiritual motivation closely with material encouragement.

Encouragement titles include:
1. Encouragement titles for individuals;
2. Encouragement titles for groups;
3. Encouragement titles for families.
Article 8
Reward forms include:
1. Orders;
2. Medals;
3. State honorary titles;
4. "Ho Chi Minh Prize", "State Prize";
5. Commemorative medals, badges;
6. Certificates of Merit;
7. Letters of Commendation.
Article 9
Agencies, organizations, and individuals with authority have the responsibility to direct and organize the implementation of encouragement and reward work in accordance with the provisions of the law.
Article 10
1. Basis for granting encouragement titles:
a) Encouragement movements;
b) Registration to participate in encouragement;
c) Encouragement achievements;
d) Encouragement title criteria.
2. Basis for granting rewards:
a) Reward criteria;
b) Scope vi, level of impact of achievements;
c) Responsibility and specific circumstances under which achievements were made.
Article 11
The State ensures all rights and interests in spirit and material of individuals and groups receiving rewards. according tob. Submit to the Governor for the appointment of civil servants to ranks, determination of salaries, and increase in salary grades for civil servants according to the Delegation Regulations.
The State allocates appropriate budget for encouragement and reward work; encourages every individual and group of Vietnamese people and foreigners to contribute to the State's Encouragement and Reward Fund.
Article 12
The Vietnam Fatherland Front, member organizations of the Front, and other social organizations within their jurisdiction have the responsibility: vi 1. To publicize and motivate their members to participate with competent agencies in publicizing and motivating the people to implement laws on encouragement and reward;
2. To organize or coordinate with state agencies to organize campaigns and encouragement movements;
3. To supervise the implementation of laws on encouragement and reward.
Mass media agencies have the responsibility to regularly publicize, disseminate, set examples of advanced models, good people, and good deeds, and promote encouragement and reward movements.
Article 13
Strictly prohibited are the following actions:

1. Organizing encouragement and reward contrary to state policies and laws; using encouragement and reward for personal gain; vi 2. Obstructing or forcing participation in encouragement movements;
3. Falsely declaring, forging files, confirmation, and recommendations in encouragement and reward;
4. Misusing positions and powers to propose and decide on rewards contrary to the law;
5. Wasting state and collective assets in encouragement and reward.
ORGANIZATION OF ENCOURAGEMENT, ENCOURAGEMENT TITLES, AND CRITERIA FOR ENCOURAGEMENT TITLES
1. Forms of organizing encouragement include:

4. To identify, publicize, and disseminate exemplary advanced models for learning and replication;
5. To effectively implement reward policies to motivate everyone to actively engage in Administrative Procedure: Recognition of forest tree planting seed sources labor, production, study, work, and combat.

Article 18

4. To advise on preliminary summaries, final summaries, propose rewards, and recommend improvements in encouragement and reward work.
1. Encouragement titles for individuals include:
a) "National Labor Medalist";
b) Sectoral, provincial, central mass organization Labor Medalist;
Article 20
c) "Grassroots Labor Medalist";
d) "Advanced Worker", "Advanced Soldier".
b) Outstanding soldier at the ministry, sector, provincial, or central organization level;
c) "Outstanding soldier at the grassroots level";
d) "Advanced worker", "Outstanding soldier".
2. The commendation titles for groups and organizations include:
a) "Government Flag of Excellence";
b) Departmental, sectoral, provincial, and central-level social organization flag of excellence;
c) "Outstanding Labor Collective", "Victory Unit";
d) "Advanced Labor Collective", "Advanced Unit";
e) Commendation titles for villages, hamlets, communes, villages, and equivalent cultural units;
3. The commendation title for families is "Cultural Family".
4. These commendation titles are awarded annually or according to a) Nationwide;
Article 21
The title "National Model Worker" is awarded to individuals with outstanding achievements among those who have continuously achieved the title of "Model Worker at the Departmental, Sectoral, Provincial, and Central-Level Social Organization Level" three times consecutively.
Article 22
The title "Model Worker at the Departmental, Sectoral, Provincial, and Central-Level Social Organization Level" is awarded to individuals with outstanding achievements among those who have continuously achieved the title of "Model Worker at the Base Level" three times consecutively.
Article 23
The title "Model Worker at the Base Level" is awarded to individuals meeting the following criteria:
1. Meeting the criteria for the title of "Advanced Worker" or "Advanced Soldier";
2. Having innovative ideas or applying new technologies to increase productivity. 3. To urge, inspect the implementation, movement.
"d) Within no more than one working day from the date of receiving the dossier submitted for administrative procedures by the specialized agency assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee shall issue a notification of the result of the inspection of plant-based food exports or a certificate at the request of the importing country."
1. The title "Advanced Worker" is awarded to cadres, civil servants, workers, and staff members who meet the following criteria:
a) Successfully completing assigned tasks with high productivity and quality;
b) Adhering well to Party policies and state laws, demonstrating self-reliance and self-improvement spirit; fostering unity and mutual assistance, actively participating in various competitive movements;
c) Actively studying politics, culture, professional knowledge;
d) Possessing good morals and lifestyle.
2. Officers, non-commissioned officers, professional military personnel, national defense workers, People's Army soldiers; officers, non-commissioned officers, and Public Security soldiers who meet the criteria set out in Clause 1 of this Article will be awarded the title of "Advanced Soldier".
3. Workers not falling under the categories specified in Clauses 1 and 2 of this Article who serve as role models in adhering to Party policies, state laws, possessing good morals and lifestyle, fostering unity and mutual assistance, actively participating in production and community activities, and working with high productivity will be awarded the title of "Advanced Worker".
Article 25
The "Government Flag of Excellence" is awarded to collectives meeting the following criteria:
1. Achieving and surpassing annual competition targets and assigned tasks; being exemplary nationwide;
2. Demonstrating new factors and models that can be emulated nationwide;
3. Maintaining internal unity, leading in practicing thrift, combating waste, corruption, and other social evils.
Article 26
The flag of excellence at the departmental, sectoral, provincial, and central-level social organization level is awarded to collectives within departments, sectors, ministries, central-level social organizations, provinces, and centrally-administered cities that meet the following criteria:
1. Surpassing annual competition targets and assigned tasks; being exemplary at the departmental, sectoral, provincial, and central-level social organization level;
2. Demonstrating new factors and models that can be emulated by other collectives within departments, sectors,, ministries, central-level social organizations, provinces, and centrally-administered cities;
3. Maintaining internal unity, actively practicing thrift, combating waste, corruption, and other social evils. thrift, anti-waste, anti-corruption, and other social evils.
Article 27
1. The title "Outstanding Labor Collective" is awarded to collectives meeting the following criteria:
a) Innovatively overcoming difficulties to successfully complete tasks and fulfill obligations to the State;
b) Having ongoing, practical, and effective competitive movements;
c) All individuals in the collective successfully completing assigned tasks, with at least 70% achieving the title of "Advanced Worker";
d) Having individuals achieving the title of "Model Worker at the Base Level" and no individual receiving disciplinary action from a warning upwards;
e) Maintaining internal unity, serving as role models in adhering to Party policies and state laws.
2. Collectives within the people's armed forces meeting the criteria set out in points a, b, d, and e of Clause 1 of this Article, where all individuals in the collective successfully complete assigned tasks, with at least 70% achieving the title of "Advanced Soldier", will be awarded the title of "Victory Unit".
Article 28
1. The title "Advanced Labor Collective" is awarded to collectives meeting the following criteria:
a) Successfully completing assigned tasks and plans;
b) Having ongoing, practical, and effective competitive movements;
c) More than 50% of individuals in the collective achieving the title of "Advanced Worker" and no individual receiving disciplinary action from a warning upwards;
d) Maintaining internal unity, adhering well to Party policies and state laws.
2. Collectives within the people's armed forces meeting the criteria set out in points a, b, and d of Clause 1 of this Article, where more than 50% of individuals in the collective achieve the title of "Advanced Soldier", will be awarded the title of "Advanced Unit".
Article 29
The title "Cultural Family" at commune, ward, town level is awarded to families meeting the following criteria:
1. Serving as role models in adhering to Party policies and state laws, actively participating in local competitive movements;
2. Families living harmoniously, happily, and progressing; supporting and helping others in the community;
3. Organizing work, production, business, study, and achieving high productivity, quality, and effectiveness. 3. To urge, inspect the implementation, work, production, business, work performance, and study with high productivity, quality, and efficiency.
Article 30.
The title of cultural village, hamlet, commune, village, and equivalent residential unit is awarded to villages, hamlets, communes, villages, and equivalent residential units meeting the following criteria:
1. Stable and gradually developing economic life;
2. Healthy and rich cultural and spiritual life;
3. Clean and beautiful environment;
4. Adhering well to Party policies and state laws;
5. Possessing a spirit of unity, mutual support, and assistance within the community.
Article 31
1. Titles and standards for commendation titles of political organizations, political-social organizations, and social organizations are defined by the central agencies of these organizations and registered with the central-level state management agency for commendation and rewards.
2. Titles and standards for commendation titles for individuals and collectives of students currently studying at schools or other educational institutions in the national education system are defined by the Ministry of Education and Training.
CHAPTER III
FORMS, OBJECTS, AND STANDARDS FOR REWARDS
PART 1
MEDALS
Article 32
The Medal shall be awarded to individuals for meritorious service and achievements, either regularly or exceptionally, contributing to the construction and defense of the Fatherland.
Article 33
1. The Medals include:
a) "Gold Star Medal";
b) "Ho Chi Minh Medal";
c) "Independence Medal" first class, second class, third class;
d) "Military Service Medal" first class, second class, third class;
đ) "Labor Medal" first class, second class, third class;
e) "National Defense Medal" first class, second class, third class;
g) "Combat Achievement Medal" first class, second class, third class;
h) "Great Unity Medal";
i) "Bravery Medal";
k) "Friendship Medal".
2. The forms of each type and class of Medal are distinguished by color, number of stars, stripes on the ribbon, and the stem of the Medal.
Article 34
1. The "Gold Star Medal" is the highest honor of the Socialist Republic of Vietnam.
2. The "Gold Star Medal" shall be awarded to individuals who meet one of the following criteria:
a) Having made great and exceptionally outstanding contributions to the revolutionary cause of the Party and the nation; 3. To urge, inspect the implementation, b) Having made great and exceptionally outstanding contributions to the country in one of the fields of politics, economy, society, literature, art, science, technology, national defense, security, diplomacy, or other fields.
3. The "Gold Star Medal" shall be awarded to organizations that meet the following criteria:
a) Achieving outstanding results continuously for at least ten years prior to the nomination date; having internal unity, clean and strong Party and mass organizations;
b) Having a history of development of at least fifty years; in cases where they have already been awarded the "Ho Chi Minh Medal," the history of development must be at least forty-five years.
4. Organizations with particularly outstanding achievements and a development history of twenty years since receiving the "Gold Star Medal" for the first time shall be considered for the "Gold Star Medal" for the second time.
1. The "Ho Chi Minh Medal" shall be awarded to individuals who have made great contributions and achieved many outstanding results in one of the fields of politics, economy, society, literature, art, science, technology, national defense, security, diplomacy, or other fields.
Article 35
2. The "Ho Chi Minh Medal" shall be awarded to organizations that meet the following criteria:
a) Achieving outstanding results continuously for at least five years prior to the nomination date; having internal unity, clean and strong Party and mass organizations;
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Independence Medal" first class shall be awarded to individuals who have achieved exceptional results in one of the fields of politics, economy, society, literature, art, science, technology, diplomacy, or other fields.
Article 36
2. The "Independence Medal" first class shall be awarded to organizations that meet the following criteria:
b) Having a history of development of at least thirty years; in cases where they have already been awarded the "Independence Medal" second class, the history of development must be at least twenty-five years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Independence Medal" second class shall be awarded to individuals who have achieved many outstanding results in one of the fields of politics, economy, society, literature, art, science, technology, diplomacy, or other fields.
Article 37
2. The "Independence Medal" second class shall be awarded to organizations that meet the following criteria:
b) Having a history of development of at least twenty-five years; in cases where they have already been awarded the "Independence Medal" third class, the history of development must be at least twenty years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Independence Medal" third class shall be awarded to individuals who have achieved outstanding results in one of the fields of politics, economy, society, literature, art, science, technology, diplomacy, or other fields.
Article 38
2. The "Independence Medal" third class shall be awarded to organizations that meet the following criteria:
b) Having a history of development of at least twenty years; in cases where they have already been awarded the "Labor Medal" first class, the history of development must be at least fifteen years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Military Service Medal" first class shall be awarded to individuals who have achieved outstanding combat feats, bravery in battle, service support, training, force building, consolidation of the people's national defense and public security, or self-sacrifice, serving as exemplary models throughout the country.
Article 39
2. The "Military Service Medal" first class shall be awarded to organizations that meet the following criteria:
b) Having a history of combat, service support, training, development, and growth of at least thirty years; in cases where they have already been awarded the "Military Service Medal" second class, the history of combat, service support, training, development, and growth must be at least twenty-five years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Military Service Medal" second class shall be awarded to individuals who have achieved outstanding combat feats in battle, service support, training, force building, consolidation of the people's national defense and public security, or self-sacrifice, serving as exemplary models within the armed forces.
Article 40
2. The "Military Service Medal" second class shall be awarded to organizations that meet the following criteria:
b) Having a history of combat, service support, training, development, and growth of at least twenty-five years; in cases where they have already been awarded the "Military Service Medal" third class, the history of combat, service support, training, development, and growth must be at least twenty years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.
1. The "Military Service Medal" third class shall be awarded to individuals who have achieved outstanding combat feats in battle, service support, training, force building, consolidation of the people's national defense and public security, or self-sacrifice, serving as exemplary models within their military region, corps, branch, general department, or equivalent.
Article 41
2. The "Military Service Medal" third class shall be awarded to organizations that meet the following criteria:
b) Having a history of combat, service support, training, development, and growth of at least twenty years; in cases where they have already been awarded the "National Defense Medal" first class or "Combat Achievement Medal" first class, the history of combat, service support, training, development, and growth must be at least fifteen years.
b) Having a history of development of at least forty years; in cases where they have already been awarded the "Independence Medal" first class or "Military Service Medal" first class, the history of development must be at least thirty-five years.

b) Having made inventions, patents, scientific works, or outstanding literary works at the state level; c) Achieving particularly outstanding achievements or having a long-term dedication process in agencies, organizations, or mass organizations.
3. The "Labor Medal" first class shall be awarded to groups meeting one of the following criteria:
a) Having been awarded the "Labor Medal" second class, continuously for five years thereafter achieving the title of "Outstanding Labor Group" or "Decisive Victory Unit," and being awarded the Flag of Striving three times at the ministry, sector, provincial, or central mass organization level or twice being awarded the "Flag of Striving from the Government;"
b) Achieving particularly outstanding achievements.
Article 43
1. The "Labor Medal" second class shall be awarded or posthumously awarded to individuals meeting one of the following criteria:
a) Having been awarded the "Labor Medal" third class, subsequently being awarded the title of "Striving Warrior" twice at the ministry, sector, provincial, or central mass organization level or once being awarded the "Certificate of Merit from the Prime Minister;"
b) Having made patents, scientific works, or outstanding literary works at the ministry, sector, provincial, or central mass organization level;
b) Having made inventions, patents, scientific works, or outstanding literary works at the state level; c) Achieving outstanding achievements or having a long-term dedication process in agencies, organizations, or mass organizations.
2. The "Labor Medal" second class shall be awarded to groups meeting one of the following criteria:
a) Having been awarded the "Labor Medal" third class, continuously for five years thereafter achieving the title of "Outstanding Labor Group" or "Decisive Victory Unit," and being awarded the Flag of Striving twice at the ministry, sector, provincial, or central mass organization level or once being awarded the "Flag of Striving from the Government;"
b) Achieving outstanding achievements.
The "Labor Medal" third class shall be awarded or posthumously awarded to individuals

1. meeting one of the following criteria: a) Having seven consecutive years achieving the title of "Striving Warrior at the grassroots level" and being awarded the Certificate of Merit twice at the ministry, sector, provincial, or central mass organization level or once being awarded the "Certificate of Merit from the Prime Minister;"
b) Having a scientific or artistic work, or useful invention or solution recognized as outstanding by the ministry-level Scientific Council, applied in practice with significant and practical benefits.
2. The "Labor Medal" third class shall be awarded to groups

1. "Medal for Heroic Soldiers" tobe awarded to officers, professional soldiers, anddefense workers working in agencies and units underthe People's Army of Vietnam, and to officers andprofessional non-commissioned officers working inagencies and units under the People's PublicSecurity Force.
2. Criteria for awarding the "Medalfor Heroic Soldiers" to the subjects specified inClause 1 of this Article are as follows:
a) "Medal for Heroic Soldiers"first class to be awarded to individuals with 15years or more of service;
b) "Medal for Heroic Soldiers"second class to be awarded to individuals with 10years or more of service;
c) "Medal for Heroic Soldiers"third class to be awarded to individuals with 5years or more of service.
Article 57
"Friendship Medal" to be awardedto foreign individuals who have worked in Vietnamfor a long time and made significant contributions tothe construction and defense of the Vietnamese nation.

NATIONAL HONOR TITLES
Article 58
1. National honor titles to beawarded or posthumously awarded to individuals, orawarded to collectives that have made outstandingcontributions to the cause of building and defendingthe nation.
2. State honorary titles include:
a) "Mother Heroine of Vietnam";
b) "Hero of the People's ArmedForces";
c) "Hero of Labor";
d) "People's Teacher", "OutstandingTeacher";
đ) "People's Doctor", "OutstandingDoctor";
e) "People's Artist", "OutstandingArtist";
g) "People's Master Craftsman", "OutstandingMaster Craftsman".
Article 59
The title "Mother Heroine ofVietnam" to be awarded or posthumously awarded tomothers who have made significant contributions andsacrifices for the national liberation cause,construction, and defense of the country, and forinternational duties.
The process of awarding orposthumously awarding the title "Mother Heroine ofVietnam" shall be carried outaccording to in accordance with the regulationsof the Standing Committee of the NationalAssembly.
Article 60
1. The title "Hero of the People'sArmed Forces" to be awarded or posthumouslyawarded to individuals who have achieved outstandingand exceptional merits in combat, support of combat,security maintenance, social order, and safety;loyalty to the Socialist Republic of Vietnam; havingmoral integrity and revolutionary qualities.
2. The title "Hero of the People'sArmed Forces" to be awarded to collectives thathave achieved outstanding and exceptional merits incombat, support of combat, security maintenance, socialorder, and safety; loyalty to the Socialist Republicof Vietnam; good internal unity; clean and strongParty organizations and mass organizations.
Article 61
1. The title "Hero of Labor" to beawarded or posthumously awarded to individuals whohave achieved outstanding and exceptional merits inlabor and creativity for the goal of a wealthy people,strong country, fair, democratic, and civilized society;loyalty to the Socialist Republic of Vietnam; havingmoral integrity and revolutionary qualities.
2. The title "Hero of Labor" to beawarded to collectives that have achieved outstandingand exceptional merits in labor and creativity for thegoal of a wealthy people, strong country, fair,democratic, and civilized society; good internalunity; clean and strong Party organizations and massorganizations.
Article 62
1. The subjects eligible for the award of the title "People's Teacher" and "Outstanding Teacher" are teachers in schools and educational institutions within the national education system and educational management officials.
2. The title "People's Teacher" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
a) Loyal to the Socialist Fatherland of Vietnam;
b) Possess good moral qualities, be dedicated to their profession, love their students, have outstanding pedagogical talent, make significant contributions to the education cause, have a wide influence in their field and society, and be respected by students, colleagues, and the people;
c) Have directly nurtured and taught for at least twenty years; for educational management officials, they must have worked in the field for at least twenty-five years, including at least fifteen years of direct nurturing and teaching.
3. The title "Outstanding Teacher" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
a) Loyal to the Socialist Fatherland of Vietnam;
b) Possess good moral qualities, be dedicated to their profession, love their students, have pedagogical talent, make contributions to the education cause, and be respected by students, colleagues, and the people;
c) Have directly nurtured and taught for at least fifteen years; for educational management officials, they must have worked in the field for at least twenty years, including at least ten years of direct nurturing and teaching. 4. The titles "People's Teacher" and "Outstanding Teacher" shall be reviewed and announced every two years on the occasion of Teachers' Day on November 20.
Article 63
1. The subjects eligible for the award of the title "People's Doctor" and "Outstanding Doctor" include doctors, pharmacists, medical technicians, traditional medicine practitioners engaged in medical treatment, pharmaceutical production, medical research, disease prevention, epidemic control, and health management officials.
2. The title "People's Doctor" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
b) Possess good moral qualities, be dedicated to their profession, be deeply concerned about patients, have talent, and have made outstanding achievements in disease prevention, treatment, development of medical science and technology, and significant contributions to the cause of protecting and improving public health, having a wide influence among the people, and being trusted and respected by patients and colleagues;
a) Loyal to the Socialist Fatherland of Vietnam;
c) Have directly worked in specialized technical work in the field for at least twenty years; for health management officials, they must have worked in the field for at least twenty-five years, including at least fifteen years of direct specialized technical work.
3. The title "Outstanding Doctor" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
b) Possess good moral qualities, be dedicated to their profession, be deeply concerned about patients, have talent, and have made outstanding achievements in their profession, and be trusted and respected by the people, patients, and colleagues;
a) Loyal to the Socialist Fatherland of Vietnam;
c) Have directly worked in specialized technical work in the field for at least fifteen years; for health management officials, they must have worked in the field for at least twenty years, including at least ten years of direct specialized technical work.
4. The titles "People's Doctor" and "Outstanding Doctor" shall be reviewed and announced every two years on the occasion of Doctors' Day on February 27.

2. The title "People's Artist" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
possessing good moral qualities, having outstanding artistic talent, making significant contributions to the revolutionary cause of Vietnam, and being beloved by colleagues and the people;
a) Loyal to the Socialist Fatherland of Vietnam;
c) Cc) Having been active in the arts for at least twenty years, with a minimum of fifteen years for circus performers; receiving many awards from domestic and international art festivals and performances.
3. The title "Outstanding Artist" shall be awarded to the subjects specified in Clause 1 of this Article who meet the following criteria:
b) Possessing good moral qualities, having artistic talent, serving the people with dedication,
a) Loyal to the Socialist Fatherland of Vietnam;
being beloved by colleagues and the people; c) Having been active in the arts for at least fifteen years, with a minimum of ten years for circus performers;

skillful hands that have directly produced products of high economic, technical, and aesthetic value; c) Making significant contributions to preserving, passing on, teaching, innovating, and developing traditional handicraft industries; d) Being beloved and respected by colleagues and the masses, representing traditional handicraft industries nationwide.
3. The title "Outstanding Artisan" shall be awarded to individuals who meet the following criteria:
having high skills that have directly produced products of economic, technical, and aesthetic value;
c) Making contributions to preserving, passing on, teaching, and developing traditional handicraft industries;
a) Loyal to the Socialist Fatherland of Vietnam;
skillful hands that have directly produced products of high economic, technical, and aesthetic value; c) Making significant contributions to preserving, passing on, teaching, innovating, and developing traditional handicraft industries; d) Being beloved and respected by colleagues and the masses, representing traditional handicraft industries of their locality.
4. The titles "People's Artisan" and "Outstanding Artisan" shall be reviewed and announced every two years on the occasion of National Day on September 2.
"HO CHI MINH AWARD", "STATE AWARD"
1. The "Ho Chi Minh Award" and "State Award" are awarded to authors of one or more works published and used since the founding of the Democratic Republic of Vietnam, including:

b) Literary and artistic works, theoretical and critical studies published in various forms such as books, architecture, exhibitions, theater, film, radio, television, lectures, recordings, or other formats.

Clause 1. The "Ho Chi Minh Award" shall be conferred upon the author(s) of one or more works or scientific research projects in science, technology, education, literature, and art that meet the following criteria:
Point a) Particularly outstanding;
Point b) Of very high value in science, literature, and art, and in ideological content;
Point c) Having significant impact in serving the revolutionary cause, with wide and long-lasting influence on people's lives, making important contributions to the development of the national economy, science, technology, education, literature, and art.
Clause 2. The "Ho Chi Minh Award" shall be reviewed and announced every five years on National Day, September 2.
Article 68
Clause 1. The "State Award" shall be conferred upon the author(s) of one or more scientific research projects or technological applications, literary or artistic works of high value in science, literature, and art, and in ideological content, having significant impact and influence on society according to the following criteria:
Point a) Advanced scientific and technological research and application projects that significantly increase labor productivity and economic efficiency, making notable contributions to socio-economic development;
Point b) Textbooks and teaching materials of outstanding quality widely used in schools and other educational institutions within the national education system;
Point c) Literary and artistic works of high value in ideological content and artistic form, having positive effects in education, building new individuals, enhancing the aesthetic level of the people, and making notable contributions to the development of Vietnamese literature and art.
Clause 2. The "State Award" shall be reviewed and announced every two years on National Day, September 2.
PART 5
MEMORIAL MEDALS AND BADGES
Article 69
Memorial medals or badges may be awarded to individuals who have contributed to the development of ministries, agencies, political organizations, political-social organizations, and social organizations.
The name of the memorial medal or badge, the recipient category, and the award criteria shall be stipulated by the ministry, agency, central body of political organizations, political-social organizations, and social organizations. Memorial medals and badges must be registered with the central authority responsible for competition and commendation management.
Section 6
CERTIFICATES OF MERIT
Article 70
Clause 1. Certificates of Merit may be awarded to individuals or groups that achieve regular or exceptional achievements.
Clause 2. Certificates of Merit include:
Point a) "Certificate of Merit from the Prime Minister";
Point b) Certificates of Merit at the ministerial, provincial, or central-level organization level.
Article 71
Clause 1. "Certificate of Merit from the Prime Minister" shall be awarded to individuals meeting one of the following criteria:
Point a) Having been awarded a Certificate of Merit at the ministerial, provincial, or central-level organization level, and continuously holding the title of "Model Worker" for five years or more;
Point b) Achieving exceptional accomplishments.
Clause 2. "Certificate of Merit from the Prime Minister" shall be awarded to groups meeting one of the following criteria:
Point a) Having been awarded a Certificate of Merit at the ministerial, provincial, or central-level organization level, and continuously holding the title of "Outstanding Labor Collective" or "Victory Unit" for three years or more;
Point b) Achieving exceptional accomplishments.
Article 72
Clause 1. Certificates of Merit at the ministerial, provincial, or central-level organization level shall be awarded to individuals meeting the following criteria:
Point a) Excellently fulfilling their duties and civic obligations;
Point b) Possessing good moral character; being united and exemplary in implementing Party policies and State laws;
Point c) Actively studying to improve professional and vocational skills.
Clause 2. Certificates of Merit at the ministerial, provincial, or central-level organization level shall be awarded to groups meeting the following criteria:
Point a) Excellently fulfilling their tasks;
Point b) Internal unity, effectively implementing grassroots democratic regulations, actively participating in competitive movements;
Point c) Ensuring material and spiritual life within the group; practicing thrift;
Point d) Properly implementing systems and policies for all members of the group;
Point e) Clean and strong Party and mass organizations within the group.
Article 73
The awarding of commendation certificates by political organizations, political-social organizations, and social organizations shall be regulated by the central agencies of these organizations..
Section 7
COMMENDATION CERTIFICATE
Article 74
1. Commendation certificates are awarded to individuals or groups that have achieved regular or outstanding achievements.
2. Commendation certificates include:
a) Commendation certificates issued by the Heads of agencies or units under ministries, ministerial-level agencies, or government agencies;
b) Commendation certificates issued by the Chairpersons of Management Councils, General Directors, or Directors of state-owned enterprises;
c) Commendation certificates issued by the Heads of specialized agencies and equivalent agencies at provincial People's Committees;
d) Commendation certificates issued by the Chairpersons of district People's Committees;
đ) Commendation certificates issued by the Chairpersons of commune People's Committees.
Article 75
1. Commendation certificates are awarded to individuals who meet the following criteria:
a) Successfully fulfilling their duties and civic obligations;
b) Having good moral character; being united and exemplary in implementing Party policies and State laws;
c) Continuously studying to improve their professional and vocational skills.
2. Commendation certificates are awarded to groups that meet the following criteria:
a) Successfully fulfilling their tasks;
b) Being united internally; effectively implementing grassroots democratic regulations and organizing competitive movements;
c) Caring for the material and spiritual lives of group members; practicing thrift;
d) Fully implementing systems and policies for all members within the group.
Article 76
1. The awarding of commendation certificates by political organizations, political-social organizations, and social organizations shall be regulated by the central agencies of these organizations.
2. The awarding of commendation certificates to individuals or groups currently studying at schools or other educational institutions within the national education system shall be regulated by the Ministry of Education and Training.
3. The awarding of commendation certificates by other organizations shall be regulated by the Government.
PART IV
AUTHORITY TO DECIDE AND BESTOW AWARDS, PROCEDURES AND RECORDS FOR PROPOSING AWARDS

Article 77
The President decides to bestow Orders, Medals, "Ho Chi Minh Award," "State Award," and honorary titles conferred by the State. state honor titles.

The Government decides to bestow the "Flag of Excellence from the Government."
The Prime Minister decides to bestow the title "National Labor Medalist," and the "Commendation Certificate of the Prime Minister."
Article 79
Ministers, Heads of ministerial-level agencies, or government agencies; Chief Justices of the Supreme People's Court, Procurators-General of the Supreme People's Procuracy, leaders of central agencies of mass organizations, and Chairpersons of provincial People's Committees decide to bestow Commendation Certificates, Flags of Excellence, the title "Outstanding Labor Collective," the title "Victory Unit," and the title "Medalist of Excellence at the Central Level, Ministry, Sector, or Province."
Article 80
1. The Heads of agencies or organizations under ministries, departments, ministerial-level agencies, or government agencies; Chairpersons of Management Councils, General Directors, or Directors of state-owned enterprises; Heads of specialized agencies and equivalent agencies at provincial People's Committees, and Chairpersons of district People's Committees decide to bestow the title "Excellence Medalist at the Basic Level," the title "Advanced Worker," the title "Advanced Soldier," the title "Advanced Labor Collective," the title "Advanced Unit," and Commendation Certificates.
2. The Chairperson of the district People's Committee decides to bestow the title "Cultural Village, Hamlet, Ward, or Commune."
3. The Chairperson of the commune People's Committee decides to bestow Commendation Certificates and the title "Cultural Family."
Article 81
1. The person authorized to decide on the granting of any form of award shall directly present the award or delegate another to present it.
2. Ambassadors or heads of diplomatic missions of the Socialist Republic of Vietnam abroad are authorized to present forms of awards from the Vietnamese State to collectives or individuals in their host countries.
Article 82
The organization of ceremonies for bestowing commendation titles and forms of reward shall be regulated by the Government.
PART 2
PROCEDURES AND APPLICATION DOCUMENTS
Article 83
1. Ministers, Heads of ministerial-level agencies, government agencies, Chief Justices of the Supreme People's Court, Chief Procurators of the Supreme People's Procuracy, leaders of central agencies of mass organizations, and Chairpersons of provincial People's Committees shall examine and submit to the Prime Minister for recommendation to the President to decide on awarding Orders, Medals, "Ho Chi Minh Prize," "State Prize," and national honor titles.
2. Ministers, Heads of ministerial-level agencies, government agencies, leaders of central agencies of mass organizations, and Chairpersons of provincial People's Committees shall propose to the Government to decide on awarding "Prime Minister's Flag of Competition"; propose to the Prime Minister to decide on awarding "Prime Minister's Certificate of Merit," and the title "National Model Competitor."
3. Other commendation titles and forms of reward shall be proposed by the immediate subordinate authority with the power to decide on such titles and rewards.
4. Functional agencies responsible for competition and reward shall receive, examine the application documents, and assist those with the authority to decide on rewarding.
Article 84
1. Application documents for examination of commendation titles include: Administrative Procedure: Recognition of forest tree planting seed sources a) Reports on achievements of individuals and groups;
b) Proposals from the Competition Council;
c) Minutes of the competition assessment.
2. Application documents for examination of rewards include:
a) Achievement certificates of individuals or groups proposed for reward; Administrative Procedure: Recognition of forest tree planting seed sources b) Reward proposal documents from the heads of agencies or organizations where the individuals or groups being considered for reward are located;
c) In cases where rewards are proposed for individuals or groups who have made inventions, improvements, applications of scientific and technological progress, or creative works in other fields, proof from the competent management authority must be attached.
3. For proposals to award Orders, Medals, national honor titles, "Prime Minister's Flag of Competition," and "Prime Minister's Certificate of Merit," opinions from the central sectoral management agency or local authorities are required.
Article 85
1. Cases meeting all of the following conditions may propose rewards through simplified procedures:
a) Rewards serving political requirements, timely encouragement, and inspiration of the masses;
b) Individuals or groups achieving outstanding and sudden achievements in combat, work, or study. according to 2. Simplified reward procedures shall be regulated by the Government.
The Government shall regulate procedures, processes, and timeframes for examining commendation titles and forms of reward.

Individuals and groups awarded rewards have the obligation to preserve reward items, and shall not lend them to others for actions that violate the law. according to b. STATE MANAGEMENT OF COMPETITION AND REWARD WORK
Individuals who are awarded commendation titles and awards have the right to retain, display, and use award items.
Groups that are awarded commendation forms have the right to retain, display, and use symbols of those commendation forms on official documents and materials of the group.
Article 89
Individuals and groups receiving awards shall have the duty to manage and preserve award items, and shall not lend them to others for use in committing vi violations of the law.
Chapter VI
STATE MANAGEMENT OF THE WORK OF COMPETITION AND REWARD
Article 90
The content of state management on commendation and reward includes:
1. Issuing legal documents on commendation and reward;
2. Developing policies on commendation and reward;
3. Propagating, disseminating, guiding, and organizing the implementation of legal provisions on commendation and reward;
4. Training and enhancing cadres and civil servants working in commendation and reward activities;
1. To organize encouragement movements linked to Summarizing, concluding, presenting awards for commendation forms; evaluating the effectiveness of commendation and reward work;
6. International cooperation on commendation and reward;
7. Inspecting and supervising the implementation of legal provisions on commendation and reward;
8. Resolving complaints, accusations, and handling vi violations of laws on commendation and reward.
Article 91
1. The Government shall uniformly manage state affairs on commendation and reward throughout the country.
The central agency managing state affairs on commendation and reward has the responsibility to assist the Government in implementing state management on commendation and reward.
The Government shall stipulate the functions, tasks, powers, and organizational structure of the agency managing state affairs on commendation and reward.
2. Ministries and ministerial-level agencies within theirvi functions and powers, implement state management on commendation and reward according to the provisions of the law.
3. People's Committees at all levels shall implement state management on commendation and reward within their vi localities according to the provisions of the law.
Article 92
Supreme People's Court, Supreme People's Procuracy shall manage commendation and reward within their This Circular takes effect from August 1, 2022./. scope of functions and powers in their respective sectors.
Article 93
Political organizations, political-social organizations, social organizations shall implement management of commendation and reward based on the provisions of this Law and related legal documents within vi their own organizations.
Article 94
The Commendation and Reward Fund is established based on the state budget, contributions from individuals and organizations within the country, individuals and organizations abroad, and other sources of income as prescribed by law.
The Government shall stipulate the establishment, management, and utilization of the Commendation and Reward Fund.
Article 95
The Government shall stipulate the models, colors, number of stars, and stripes for each type of medal, badge, emblem; materials, sizes, frames for each type of medal, badge, competition flags, certificates of merit, award letters, and other award items.
Chapter VII
HANDLING VIOLATIONS
Article 96
1. Any person who deceives in reporting achievements to obtain rewards shall have their reward decision revoked and the awarded items and money returned; depending on the nature and severity of the violation, they may also be disciplined, administratively punished, or criminally prosecuted; if damage is caused, compensation must be provided according to the law.
2. Any individual who falsely confirms facts or fabricates files and documents for others to request rewards; any person who abuses their position and power to grant illegal rewards shall be disciplined, administratively punished, or criminally prosecuted depending on the nature and severity of the violation; if damage is caused, compensation must be provided according to the law.
Article 97
1. An individual who is awarded a national honorific title but viviolates the law may have that national honorific title revoked upon the proposal of the Prime Minister.
2. The revocation of a national honorific title is decided by the President.
Article 98
1. Individuals have the right to appeal and report on commendation and reward activities as prescribed by law. according toOrganizations have the right to appeal on commendation and reward activities as prescribed by law.
Organizations have the right to appeal regarding competition and reward according to in accordance with the provisions of the law on appeals and complaints.
2. Authorities responsible for handling appeals and reports on commendation and reward activities shall be responsible for resolving such appeals and reports. according toOrganizations have the right to appeal on commendation and reward activities as prescribed by law.
Chapter VIII
IMPLEMENTING PROVISIONS
Article 99
The State shall protect all commendation titles and reward forms that have been awarded or posthumously awarded before this Law comes into effect.
Article 100
Individuals and groups of Vietnamese people residing within the country or abroad who receive foreign rewards must obtain the consent of the competent state agency of the Socialist Republic of Vietnam or comply with international treaties to which the Socialist Republic of Vietnam is a party.
Article 101
1. The State continues to review and implement rewards for outstanding achievements in the resistance war for individuals, families, localities, and organizations that have contributed. 3. To urge, inspect the implementation,,achievements.
The Government shall guide the format and deadline for concluding rewards for outstanding achievements in the resistance war.
2. In addition to the reward forms stipulated in this Law, competent agencies, organizations, and individuals may implement appropriate encouragement measures for individuals and groups to promptly set good examples in labor, production, work, and encourage the competition spirit, in accordance with the principles prescribed by this Law.
Article 102
This Law takes effect from July 1, 2004.
Article 103
The Government shall provide detailed regulations and guidance for the implementation of this Law.
This Law was adopted by the National Assembly of the Socialist Republic of Vietnam, session XI, fourth meeting, on November 26, 2003.
