Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

At the proposal of the Minister of Justice;

The Prime Minister issues this Decision to abolish certain regulatory legal documents issued by the Prime Minister.

This Circular takes effect from January 25, 2026.

Repeal the following legal normative documents in their entirety:

1. Decision No. 10/TTg dated January 9, 1993 of the Prime Minister on the collection of rice reserves for the national stockpile.

2. Decision No. 75/1998/QĐ-TTg dated April 4, 1998 of the Prime Minister on tax object identification codes.

3. Decision No. 137/1998/QĐ-TTg dated July 31, 1998 of the Prime Minister on the management of national food reserves.

4. Decision No. 143/1998/QĐ-TTg dated August 8, 1998 of the Prime Minister on amending the export tax and small-scale import tax regime.

5. Decision No. 178/1998/QĐ-TTg dated September 19, 1998 of the Prime Minister on interest rate support for bank loans for certain export goods.

6. Decision No. 197/1998/QĐ-TTg dated October 10, 1998 of the Prime Minister on the management of chemicals and insecticides, bactericides used in household and medical fields.

Article 2. Implementation clause

This Decision takes effect from January 3, 2020.

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under the Central Government shall be responsible for implementing this Decision./.
