 CIRCULAR

AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF CIRCULARS REGULATING ADMINISTRATIVE PROCEDURES RELATED TO BUSINESS ACTIVITIES UNDER THE MANAGEMENT OF THE MINISTRY OF CULTURE, SPORTS AND TOURISM
SPORTS, PHYSICAL EDUCATION, AND TOURISM

Pursuant to the Law on Enacting Regulatory Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;

Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Legal Department and the Head of the Office of the Ministry of Culture, Sports and Tourism;

The Minister of Culture, Sports and Tourism issues this Circular amending and supplementing certain provisions of Circulars regulating administrative procedures related to business activities under the management of the Ministry of Culture, Sports and Tourism.

Replace the phrase "Within fifteen (15) working days" with the phrase "Within ten days" in Clause 5, Article 7.

Article 2. Amending, supplementing, and replacing certain phrases and articles of Circular No. 06/2017/TT-BVHTTDL dated December 15, 2017, issued by the Minister of Culture, Sports and Tourism detailing certain provisions of the Tourism Law amended and supplemented by Circulars No. 13/2019/TT-BVHTTDL, No. 13/2021/TT-BVHTTDL, and No. 04/2024/TT-BVHTTDL

1. Amend and supplement Clause 1, Article 6 of Circular No. 06/2017/TT-BVHTTDL as follows:

"1. The application for terminating the operation of travel services includes:

a) A notice of termination of the operation of travel services (in cases where the enterprise voluntarily terminates its operations, dissolves, or is dissolved);

b) The license for operating travel services that has been issued;

c) The decision on dissolution or the decision to revoke the business registration certificate or the court's decision on dissolution pursuant to Article 207 of the Enterprise Law or the court's decision on initiating bankruptcy proceedings."

2. Amend and supplement Point a, Clause 2, Article 6 of Circular No. 06/2017/TT-BVHTTDL as follows:

"a) The enterprise submits the application for terminating the operation of travel services directly to the One-Stop Service Center or through postal service or online at the National Public Service Portal to the agency issuing the travel service business license."

3. Replace the phrase "Within five (05) working days" with the phrase "Within two working days" in Point b, Clause 2, Article 6 of Circular No. 06/2017/TT-BVHTTDL.

4. Replace the phrase "After thirty (30) days" with the phrase "After twenty (20) days" in Point a, Clause 3, Article 6 of Circular No. 06/2017/TT-BVHTTDL, which has been amended and supplemented by Clause 1, Article 1 of Circular No. 13/2021/TT-BVHTTDL.

5. Replace the phrase "Within ten days" with the phrase "Within five working days" in Clause 3, Article 17 of Circular No. 06/2017/TT-BVHTTDL.

Article 3. Replacing the phrase at Clause 4, Article 6 of Circular No. 24/2016/TT-BTTTT dated November 15, 2016, issued by the Minister of Information and Communications regarding the management of radio and television service quality

Replace the phrase "Within five (05) days" with the phrase "Within four days" in the introductory clause of Clause 4, Article 6.

Article 4. Amend, supplement, and abolish certain points, clauses, and articles of Circular No. 36/2016/TT-BTTTT dated December 26, 2016, issued by the Minister of Information and Communications detailing the issuance of permits for broadcasting activities and reporting requirements for radio and television news programs.

1. Amend and supplement Article 6 as follows:

"Article 6. Documents and procedures for amending and supplementing the Radio Broadcasting Operation Permit and Television Broadcasting Operation Permit

1. The agency or organization shall submit one original set of documents to the Ministry of Culture, Sports and Tourism (Radio, Television and Electronic Information Administration) through one of the following methods: directly at the One-Stop Service Center, via postal service, or online at the National Public Service Portal. The documents include:

a) A request letter from the managing agency organizing radio and television operations in provincial-level cities under the central government or ministries and sectors. For Voice of Vietnam and Vietnam Television, the request letter must be signed by the head of the agency;

b) In cases where there are changes to the objectives and purposes of journalistic activities; the objectives and purposes of radio channels and television channels, the agency or organization shall submit the application form for amending and supplementing the content of the radio broadcasting operation permit and the television broadcasting operation permit (Form No. 6 issued together with this Circular); a report on the implementation of the radio broadcasting operation permit and the television broadcasting operation permit since the date of issuance (Form No. 7 issued together with this Circular); a project of the radio and television operating organization implementing the changed contents approved by the managing agency (Form No. 2 issued together with this Circular).

c) In cases where there are changes to the broadcasting duration and the duration of self-produced programs specified in the radio broadcasting operation permit and the television broadcasting operation permit, the agency or organization must submit a report on the proposed changes (Form No. 8 issued together with this Circular).

d) In cases where there are changes to the name of the managing agency of the press; the name of the press agency; the broadcasting location; the location of the headquarters associated with the central control center; transmission and broadcasting methods, the agency or organization must submit relevant legal documents concerning the implementation of these changes as stipulated in this point.

e) In cases where there are changes to the channel logo of radio and television, the agency or organization must provide a color version of the channel logo with confirmation from the managing agency. For Voice of Vietnam and Vietnam Television, the color version of the channel logo must be signed and confirmed by the head of the agency.

2. Within a maximum period of 30 days from the date of receipt of complete and valid documents, the Ministry of Culture, Sports and Tourism will consider issuing the permit to the agency or organization. In case of refusal, the Ministry of Culture, Sports and Tourism will issue a reply letter specifying the reasons for refusal.

3. Within the time limit for processing the permit as stipulated in Clause 2 of this Article, for incomplete documents, the Ministry of Culture, Sports and Tourism (Radio, Television and Electronic Information Administration) will issue a notification letter to the agency or organization regarding the need to supplement, explain, and perfect the documents.

4. The agency or organization is responsible for submitting supplementary documents, explanations to the Ministry of Culture, Sports and Tourism (Radio, Television and Electronic Information Administration) within 30 days from the date recorded on the notification letter as stipulated in Clause 3 of this Article.

5. Upon completion of the supplementary document submission period as stipulated in Clause 4 of this Article, if the agency or organization does not submit supplementary documents, the Ministry of Culture, Sports and Tourism (Radio, Television and Electronic Information Administration) will terminate the document processing. Submission of documents after the supplementary submission deadline will be treated as new submissions."

2. Replace the phrase "Within a maximum period of ninety (90) days" with the phrase "Within a maximum period of sixty days" in Clause 2 of Article 5.

3. Abolish Point a Clause 1 and Clause 7 of Article 5, Articles 7, Article 8, and Article 9.

Article 5. Repeal Clause 4 and Clause 6 of Article 3 of Circular No. 10/2017/TT-BVHTTDL dated December 29, 2017 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Taekwondo.

Article 6. Repeal Point c of Clause 1 and Point b of Clause 2 of Article 3 of Circular No. 02/2018/TT-BVHTTDL dated January 19, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Karate.

Article 7. Repeal Clause 4 and Clause 7 of Article 3 of Circular No. 09/2018/TT-BVHTTDL dated January 31, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Judo.

Article 8. Repeal certain phrases and points of Article 3 of Circular No. 11/2018/TT-BVHTTDL dated January 31, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Lion Dance.

1. Repeal Point đ and Point e of Clause 1 of Article 3.

2. Repeal the phrase "đ and e" in Clause 2 of Article 3.

Article 9. Repeal Point d and Point e of Clause 1 of Article 3 of Circular No. 13/2018/TT-BVHTTDL dated February 8, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Boxing.

Article 10. Repeal certain phrases and points of Article 3 of Circular No. 20/2018/TT-BVHTTDL dated April 3, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Roller Skating.

1. Repeal Point đ and Point e of Clause 1 of Article 3.

2. Repeal the phrase "đ and e" in Clause 2 and Clause 3 of Article 3.

Article 11. Repeal Clause 4 and Clause 7 of Article 3 of Circular No. 29/2018/TT-BVHTTDL dated September 28, 2018 issued by the Minister of Culture, Sports and Tourism regarding material facilities, equipment, and training of specialized staff for Wushu.

Article 12. Amend and supplement certain articles of Circular No. 08/2023/TT-BVHTTDL dated June 2, 2023 issued by the Minister of Culture, Sports and Tourism regarding forms in copyright registration activities and related rights.

1. Add Clause 1a before Clause 1 of Article 3 as follows:

“1a. Appendix 1a: Form for requesting reissue or replacement of the certificate of copyright registration and related rights registration

a) Form No. 01: Application form for requesting reissue of the certificate of copyright registration.

b) Form No. 02: Application form for requesting reissue of the certificate of related rights registration.

c) Form No. 03: Application form for requesting replacement of the certificate of copyright registration.

d) Form No. 04: Application form for requesting replacement of the certificate of related rights registration.”

2. Issue Appendix 1a along with this Circular.

3. Repeal Item 5 of Forms No. 1, 2, 3, 4, 5, 6, 7, 8, and 9 of Appendix I attached to Circular No. 08/2023/TT-BVHTTDL.

Article 13. Repeal Circular No. 11/2016/TT-BVHTTDL dated November 8, 2016 issued by the Minister of Culture, Sports and Tourism regarding professional conditions for organizing practice and competition in Yoga.

Article 14. Repeal Circular No. 12/2016/TT-BVHTTDL dated December 5, 2016 issued by the Minister of Culture, Sports and Tourism regarding professional conditions for organizing practice and competition in Golf.

Article 15. Repeal Circular No. 09/2017/TT-BVHTTDL dated December 29, 2017, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Badminton.

Article 16. Repeal Circular No. 04/2018/TT-BVHTTDL dated January 22, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Billiards & Snooker.

Article 17. Repeal Circular No. 05/2018/TT-BVHTTDL dated January 22, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Table Tennis.

Article 18. Repeal Circular No. 07/2018/TT-BVHTTDL dated January 30, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Sport Dance.

Article 19. Repeal Circular No. 08/2018/TT-BVHTTDL dated January 31, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Aesthetic Gymnastics.

Article 20. Repeal Circular No. 10/2018/TT-BVHTTDL dated January 31, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Bodybuilding and Fitness.

Article 21. Repeal Circular No. 12/2018/TT-BVHTTDL dated February 7, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Recreational Sports Dance.

Article 22. Repeal Circular No. 18/2018/TT-BVHTTDL dated March 20, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Football.

Article 23. Repeal Circular No. 19/2018/TT-BVHTTDL dated March 20, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Tennis.

Article 24. Repeal Circular No. 27/2018/TT-BVHTTDL dated September 19, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Handball.

Article 25. Repeal Circular No. 32/2018/TT-BVHTTDL dated October 5, 2018, issued by the Minister of Culture, Sports and Tourism, concerning material infrastructure, equipment, and training of specialized staff for Basketball.

Article 26. Effective date

1. This Circular shall take effect from the date of signature.

2. During implementation, if any issues arise or difficulties occur, relevant agencies, organizations, and individuals shall report to the Ministry of Culture, Sports and Tourism for consideration and resolution./.
