Article 1
Supplementing the Program on Law and Ordinance Building for the 2011-2016 Term of the Thirteenth National Assembly with the following projects:
1. The Civil Procedure Code (amendment);
2. The Security Law;
3. The Military Service Law (amendment);
4. The Law Amending and Supplementing Article 170 of the Enterprise Law;
5. The Law Amending and Supplementing Certain Provisions of the Law on Officers of the Vietnam People's Army;
6. The Law Amending and Supplementing Certain Provisions of the Administrative Procedure Law;
7. The Special Administrative-Economic Zones Law;
8. The Environmental Police Ordinance;
9. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on Beliefs and Religions;

3. Supplementing the Program for comments at the Sixth Session with the following projects:
a) The People's Public Security Law (amendment);
b) The Public Investment Law;

II. ORDINANCE PROJECTS
The Standing Committee of the National Assembly will approve 2 ordinance projects, including:
1. The Environmental Police Ordinance;
2. The Ordinance Amending and Supplementing Certain Provisions of the Ordinance on Beliefs and Religions.
Article 4
1. Relevant agencies, organizations, and individuals have the responsibility to strictly and effectively implement the measures proposed in Resolution No. 20/2011/QH13 dated November 26, 2011 of the National Assembly on the Program on Law and Ordinance Building for the 2011-2016 Term of the Thirteenth National Assembly. Projects of laws and ordinances that are not submitted within the prescribed time frame or do not meet quality requirements shall not be included in the agenda of the National Assembly's Ethnic Council, Committees, Standing Committee sessions, or National Assembly sessions. Those responsible for submitting such projects shall be held accountable by competent authorities, National Assembly deputies.
2. Agencies, organizations, and individuals shall create favorable conditions for National Assembly deputies to exercise their legislative initiative rights. The National Assembly Office shall provide necessary financial and material support, while the Institute for Legal Research under the Standing Committee of the National Assembly shall assist deputies in organizing the drafting, preparation, and completion of draft bills in accordance with the Law on Legislative Acts to be considered for inclusion in the Program.
3. The Government shall be responsible for the following:
a) Directing relevant agencies and organizations to study policies that need to be enacted into law within their respective sectors and fields, conducting necessary preparatory steps, and forming files to propose to the Standing Committee of the National Assembly and the National Assembly for consideration and inclusion in the Program on Law and Ordinance Building in accordance with the Law on Legislative Acts.
b) Assign the leading agency to study the necessity of issuing legal documents, complete the files for draft laws on national territorial security protection, administrative law, disease prevention and control, teachers' law, industrial zones, ordinances on the organization of agencies under the people's armed forces, and submit them to the National Assembly for consideration to include in the legislative program according to the Law on Issuing Legal Normative Documents;
c) Direct the resolution of pending legal normative documents; strictly comply with the procedures and formalities for issuing legal normative documents as stipulated in the Law on Issuing Legal Normative Documents; enhance coordination among agencies during the drafting and issuance of detailed implementing regulations;
d) Direct relevant agencies to promptly prepare and allocate funds for the preparation of draft laws and ordinances that have been included in the term program (both the official program and the preparatory program) annually to ensure the smooth progress and quality of the preparation work for these projects;
